Services Provided: Responsible for administering personnel management, affirmative action, employee development and training, employee assistance, and employment relations policy for the state as an employer. The agency is managed by a Director appointed by the Governor, with the advise and consent of the Senate. The agency is organized into the divisions of Affirmative Action, Collective Bargaining, and Merit and Recruitment and Selection. The Divisions of Affirmative Action, Collective Bargaining and Classification and Compensation are headed by unclassified division administrators appointed by the Director. The administrator of the Division of Merit Recruitment and Selection is nominated by the Governor and, with the advise and consent of the Senate, appointed to a five year term from and examination register certified by the department. The Affirmative Action Council is attached to the agency and it consists of fifteen members appointed for three-year terms. Women, minority members and persons with disabilities comprise a majority of the Council. The agency is responsible for developing, administering and monitoring the following program areas: recruitment and selection, which incorporates the principles of merit employment; job evaluation, utilizing systematic classification and survey methods; compensation; collective bargaining, through contract negotiation and administration; affirmative action, to implement the state's equal employment opportunity mandate; employee assistance program; state employee suggestion program; and employee development and training, to strengthen and maintain a qualified work force.
