ATTENTION:

The Instructional, Communication, and Information Technology (ICIT) Department seeks a Project/Program Manager.


JOB DETAILS:


Reporting to the Director of Application Development, this position will be responsible for performing Project and Program Management functions, process modeling, data analysis as well as functional requirements gathering and documentation within the University.

As a Project Manager, this position will be taking care of the IT project portfolio, making sure to apply the appropriate blending of conventional PM techniques and Agile/Scrum framework in order to create a comprehensive picture of initiatives, workload and resource utilization. The Project Manager will interact with stakeholders and project team members on a day to day basis to successfully deliver expected outcomes.

As a Program Manager, this position will partner with the different departments in the University to capture, model, document, implement and deliver strategic initiatives for enterprise-level programs in alignment with the IT Senior Leadership’s plan. The Program Manager role will be responsible for generating proactive involvement of the appropriate resources to successfully implement and resolve higher level service issues, build products roadmaps, as well as maintaining contracts and relationships with vendors.


QUALIFICATIONS:

Minimum:

  1. Five (5) years of project management experience.
  2. Solid understanding of software development life cycle models and ERP systems fundamentals.
  3. Prior experience with SCRUM/Agile framework with enterprise-level application development projects.
  4. Strong analytical, planning, and organizational skills with an ability to manage competing demands.
  5. Identify and resolve problems in a timely manner; gather and analyze information efficiently.
  6. Ability to translate and document business requirement into technical tasks.
  7. Program management experience leading large programs that involve significant business change.
  8. Experience managing vendor agreements and tracking service levels.
  9. Excellent oral and written communications skills, experience interacting with both business and IT individuals at all levels.
  10. Creative approach to problem-solving with the ability to focus on details while maintaining the “big picture” view.
  11. Ability to manage large technology initiative with distributed teams.

Highly Desired:
  1. Agile Project Management tools (JIRA)
  2. Previous Higher Education experience.
  3. Oracle Campus Solutions.
RESPONSIBILITIES:

A. 50% Project Management
A1. Manage stakeholder’s communications and expectations.
A2. Determine scope, budget and timelines/schedule for the projects.
A3. Identify, communicate and create risks management plans for each initiative.
A4. Play the role of a Scrum Master on Agile teams, be a process custodian and be responsible for removing obstacles that team faces on a day to day basis.
A5. Work with product owners and Agile team members to lead/facilitate all Scrum ceremonies such as sprint planning, daily standups, sprint review and retrospectives.
A6. Ensure backlog grooming is done in a timely manner well ahead of sprint planning.
A7. Ensure successfully delivery of all the project assigned in a timely manner.
A8. Prepare and deliver presentations to report project status to managers, directors, teams, campus leaders or regulatory bodies as requested.
A9. Deliver oral presentations regarding initiatives, employee roles, responsibilities and timelines.
A10. Ensure project records are appropriately documented and archived.

B. 45% Program Management
B1. Work with Stakeholders to define objectives, strategies and measurable outcomes for our enterprise applications making sure they are in alignment with the IT/Campus initiatives.
B2. Lead efforts in analyzing, collecting, and prioritizing requirements, negotiating, prioritizing and escalating as appropriate.
B3. Develop program(s) strategy and road map with input from different teams, and sets expectations with sponsors and stakeholders on deliverables.
B4. Responsible for development and implementation of assigned program(s) including change management process.
B5. Work in partnership with department/IT leaders and vendors to obtain necessary resources at the appropriate time, level, and expertise to complete the projects that are required to support the program(s).
B6. Provide regular status updates to leadership teams.
B7. Monitor and mitigate projects/program(s) risks.
B8. Manage vendor relationships, licensing and contracts to assure the appropriate level of service and deliverables on time and on budget.
B9. Provide students, faculty, and staff with technology resources that support the University's mission of providing education, conducting research, and advancing engagement.
B10. Be a liaison between IT and the departments for assessing, selecting and implementing third party tools in order to attend the customer’s needs making sure they are aligned to technical and compliance requirements of the University.

C. 5% Miscellaneous Duties
C1. Assist management with the preparation of annual goals.
C2. Participate in professional development activities identified to enhance job skills.
C3. Will be an active participant in the following of safety rules and regulations including necessary training and drills.
C4. Other duties as assigned.
