ATTENTION:

The Department of Budget, Planning and Analysis seeks an Assistant Director of Budget and Planning.

The Assistant Director of Budget and Planning reports to the University Budget Director and assists with the overall development of University of Wisconsin-Whitewater budget. Those responsibilities include but are not limited to: budget preparation, analysis and review of the University’s General Program Revenue (GPR), segregated fees and revenue generating accounts including program revenue budgets, and conducting specialized audits. The position will also focus on the development of long-range, complex financial models with an emphasis on report preparation and development. The position will act as a liaison with the University of Wisconsin System, departmental directors and institutional budget managers and academic departments in the finalization of the annual budget process.

QUALIFICATIONS:

MINIMUM QUALIFICATIONS:

  • Bachelors or advanced degree in finance, business administration, or a related field
  • Experience working in a financial setting, and familiarity with fund accounting
  • Experience developing complex financial models and reports
DESIRED QUALIFICATIONS:
  • Experience implementing data analytic, i.e. business intelligence programs
  • Experience within a higher education or non-profit setting
  • Familiarity with University of Wisconsin System policies and procedures
KNOWLEDGE, SKILLS AND ABILITIES:
  • Ability to interpret legislation, rules, public policy analysis and development processes

RESPONSIBILITIES:

This position will compile, monitor and analyze budget and financial data, records and reports for all sources of funds at UW-Whitewater; provide a variety of statistical data analysis and policy review of operations.

  1. Work with the financial system, budget system, query tools and various spreadsheets.
  2. Assist the Budget Director and Budget Planner with the annual preparation of UW-W’s budget by reviewing and organizing/reorganizing budgets submitted by deans/division officers for submission to UW System.
  3. Lead the development of long-range financial and budget models, including financial forecasting and reporting tools and methods.
  4. Work with Budget Director to review financial data from deans/division officers, and university stakeholders to reconcile figures, and develop new reporting methods to analyze this data. Requires familiarity with best practices in fund accounting, preferably within a higher education or non-profit setting. Understand the importance and confidentiality of data integrity in regards to employee and financial information.
  5. Conduct statistical and financial analyses, collecting and analyzing data for reports for campus and external use by the Vice Chancellor for Administrative Affairs, Budget Director, and other campus partners.
  6. Aid in the transmission of financial data to UW System and other external partners. Reconcile submissions to allocation targets. Requires knowledge of funding sources, program codes, as well as the UW Chart of Accounts.
  7. Keep current with program guidelines established by the Legislature, UW System administration and UW-W administration in order to assist the Budget Director in budget submissions.
  8. Reconcile conflict between payroll and university budget system. Work directly with Deans and Human Resources staff to assure accuracy.
  9. Assist the Budget Director with input of faculty, academic staff and university staff personnel and salary information. Analyze all entries to ensure accurate input of information to maintain the integrity of the university’s data base.
  10. Work with Deans/division offices and department chairs in the development of annual budget requests, defining guidelines and constraints and ensuring adherence to them.
  11. Act as Auxiliary Director for the development of auxiliary budgets, provide analysis, verify programs and amounts, compile all data submitted, and provide guidance to auxiliary managers regarding budget submissions.
  12. Input and reconcile all fund 128/123 appropriation budgets. Work with Directors and UW System to address any problems/errors. Reconcile in budget system and Excel files.
  13. Provide analysis and narrative for auxiliary budget submission to UW System Budget Office as well as coordinating campus review.
  14. Work with staff to develop revised budgets as are required by UW System.
  15. Keep current with relevant guidelines, technical skills and technology.
  16. Maintain a current web page including relevant auxiliary links and information.
  17. Initiate budget and revenue transfers to ensure continued solvency of campus accounts. Utilize tracking mechanism for accounts.
  18. Utilize query tools for budget data, financial data, payroll data in order to provide data, prepare reports and assist staff members.
  19. Respond to questionnaires from outside organizations.
  20. Conduct special projects for the Vice Chancellor for Administrative Affairs and Budget Director, research data and design spreadsheets in the appropriate format using the computer to organize, calculate and sort information. Requires thorough knowledge of the hardware and software systems as well as familiarity with the various personnel, budget and accounting printouts, database, support budget, etc. from which data is gathered.
  21. Willingness and ability to be an active participant in following applicable safety rules and regulations including necessary training and drills
  22. Ability to interact respectfully with people from diverse socioeconomic, cultural and ethnic backgrounds.
  23. Other duties as assigned.
