  1. Call to Order: Chair Erdmann called the meeting to order at 2:21 p.m.

    1. University Curriculum Committee: Transmittal of actions of Friday, January 26, 2001 (attachment; please see http://acadaff.uww.edu/ucc/2000-01/012601T.htm for download links): Cartwright/Epps moved approval of all actionable items: Passed. FS0001-16
    2. Faculty Personnel Rules Committee: Epps moved a special order of business to report (no action):
      1. Based on suggestions from Senators and administrators, the committee has made further rules revisions allowing three years of credited service and indicating two-year contracts for probationary faculty.
        1. Epps distributed historical data provided by Marlene Strait indicating the relationship between the number of years of credited service and tenure. There was some support for allowing a maximum of three years' credit.
      2. Epps showed grids based on two-year contracts, indicating the schedule of reviews of probationary faculty by department, constituency, dean, provost, and chancellor. The committee intends to propose that upon the first biennial reappointment review, departments make two decisions: whether to reappoint, and whether to reappoint for one year or two.
      3. Epps expects to present the text of the proposed rules at the March Senate meeting for review and comment.
        1. It was suggested that grids reflecting the current review schedule for probationary faculty be available for comparison.
        2. It was further suggested that the rules clearly state that department chairs do not write recommendations separate from the departments' decisions.

    1. Retirement Resolution(s): none
    2. Letters and Sciences Senators chose Bill Powell to complete Richard Schauer's term on the Faculty Personnel Rules Committee (term expires 2002).
    3. Proposed naming of the Center of the Arts: (DeOnis, Anderson)

    4.           Resolved that the Center of the Arts be named the Greenhill Center of the Arts.

     6. Announcements and Information (no action) 
    1. Report of the Chancellor:
      1. OCR complaint and resolution agreement: In May 2000, a complaint filed with the U.S. Dept. of Education's Office for Civil Rights alleged discrimination and noncompliance with guidelines and obligations under Title IX of the Education Amendments of 1972, as amended, 20 U.S.C. §1681 et seq., and its implementing regulation at 34 CFR 106. The primary issues are the restructuring of coaching for women's soccer, facilities for female athletes, and opportunities for female intercollegiate athletes. The Chancellor distributed copies of a timeline of actions and reports to which the campus has agreed in a resolution agreement dated January 8, 2001. The Chancellor also distributed copies of the first report to the OCR regarding progress toward implementation of the agreement.
      2. "Franklin School" property and Whitewater Register report: A Whitewater Register article claimed that the campus had purchased this property for use as a chancellor's residence. The campus is negotiating to purchase the property, but no purchase agreement has been reached and the use to which the campus would put the property is not yet determined. The Chancellor distributed copies of a press release responding to the published article.
      3. Budget return and reallocation based on enrollment below projection: Last year UWW agreed to accommodate 50 additional student FTEs in exchange for additional funding and positions. Although 200 additional first-year students were admitted, the number of students not returning to UWW resulted in a net loss of students. As a result, UW System will transfer $164,706 in GPR funding to other institutions. This is a one-time action, but if UWW does not enroll the additional students in fall 2001, the GPR funding and 6 FTE positions may be permanently transferred to other institutions. Chancellor Miller reported that the net loss of student enrollment was directly attributable to non-retention between the freshman and sophomore years. The task force studying this matter has formed a number of study groups and will soon call for more faculty participation.

      3. There will be no UCC meeting Friday, Feb. 16. The next is Feb. 23 from which the Senate is to receive a transmittal for action at its March 6 meeting.
      4. In mid-January, to help with the drafting of department, college, and university promotion and tenure standards and procedures, the Senate Chair sent memos to the deans and department chairs requesting information on their understanding of the progress and status of their college or department promotion and tenure standards and procedures.
      5. Provost Prior and Archivist Weston have requested that the Senate recommend two faculty to serve on an Ad hoc Retention/Disposition Authorization Committee. Senators agreed to submit nominations by Friday, Feb. 16, at which time the Executive Committee will make the final selection (per UWW Faculty Constitution, Article VI, Sec. 4.1.2.).After receiving nominations, the Senate Executive Committee chose by e-mail vote Neil Sawyer, Assistant Professor of Biological Sciences and Marcia Pulich, Professor of Management.

      1. John Howat, Finance & Business Law has convened the Senate Task Force on Fair Labor Practices. The task force met on January 30 and is to meet again on Feb. 13th.
