  1. Call to Order: Chair Erdmann called the meeting to order at 2:32 p.m.

  1. Approval of Minutes of April 8, 2003 Faculty Senate (attached and see <http://www.uww.edu/facsenate/M040803.htm>): Ossers/Epps moved approval. Passed.
  1. Reports of Committees
    1. University Curriculum Committee: Transmittal of actions of Friday, April 11, 2003 (attached; please see <http://acadaff.uww.edu/ucc/2002-03/041103T.html> for download links.   Note: the UCC meeting of Friday, April 25, 2003 was cancelled.): Cartwright/Rogers-Adkinson moved approval of actionable items.     2. Faculty Senate Executive Committee
      1. Ahmadi/Dollarhide moved approval of the resolution on personnel rules. Passed. FS0203-45
      2. Whereas the Interim reappointment/promotion/tenure procedures and timeline for '00 to '03 ( May 2, 2000, item 5.e.; FS9900-53 ; approved by the chancellor May 11, 2000) expire as of the end of the current academic year, be it resolved that the Faculty Senate adopts the DRAFT Personnel Rules Revisions as approved by Senate 9/10/2002 and amended 10/08/02 (available at <http://www.uww.edu/facsenate/index.html>) be used in the academic years beginning 2003-2004, pending approval by the UW Board of  Regents.       3. Audit and Review Committee: 2002_2003 Report (attached) - no action
      4. Barbara Monfils, Interim Associate Vice Chancellor, distributed an updated report showing the committee's recommendations on reviewed programs. All undergraduate and graduate programs must be reviewed every five years. Chair Erdmann expressed the Senate's appreciation for receiving this information. Monfils also distributed an updated draft of the campus Plan 2008 Statement of Philosophy.

    1. Report of the Registrar: Epps/Gruber moved approval of the resolution.
      1. Kozlowicz/Molloy moved to strike Q in 2) and replace it with I. Passed.
      2. Main motion as amended: Passed. FS0203-46
      Resolved that the Faculty Senate supports the recommendations of the Grade Work Group calling for
          1) a 4 PM deadline for entry of final grades,
          2) a non-punitive "Q I" grade for use when investigations of academic misconduct are underway,
          3) a non-punitive "NN" grade for use when an instructor has not met a grading deadline, and
          4) deans, department chairs, and academic units to encourage faculty to use WINS to input grades by the advertised deadline.
    2. Select two faculty representing at least two constituencies to serve on the Provost's task force to study the results of the National Survey of Student Engagement and Faculty Survey of Student Engagement (see March 11, 2003 Faculty Senate minutes, item 5.d., available at http://www.uww.edu/facsenate/archives/2002_2003/minutes/M031103.htm): Joyce Huang and Darlene Habanek were elected by signed ballots.

    1. Retirement Resolution(s)
      1. Rogers-Adkinson/Hogan moved to approve the retirement resolution for Linda Threadgill.
        1. Weston/Ahmadi moved to recommend to the Art Department that recognition that Threadgill created the Chancellor's medallion be added to the text. Passed.
        2. Main motion as amended: Passed unanimously. FS0203-47
      2. Weston/Cartwright moved to approve the retirement resolution for Frank Luther. Passed unanimously. FS0203-48
    2. Resolution on elections: Ossers/Sawyer moved to approve the resolution.
      1. Kozlowicz/Epps moved to close debate. Passed.

      3. Resolved that the Faculty Senate expresses its gratitude to Dr. Susan Johnson for her capable and careful stewardship of the elections process.  Further resolved that the Faculty Senate recommends that the Faculty Elections Committee allow five working days for balloting in faculty elections.         15. Report on the Faculty Representative's meeting of May 2, 2003
          • Blackboard and WebCT will not be supported after 2003-2004; "Desire2Learn" utility will be used; see announcement from Lorna Wong
            • "Desire2Learn" is claimed to be more accessible to "low end" users and more flexible for "high end" users; e.g. one can incorporate a favorite gradebook and have data interchange.
          • Regents Boyle (outgoing Chair, Educ. Comm.) and Mohs (Vice-Chair, Educ. Comm.) visited
            • Boyle is concerned that budget cuts may continue beyond 2003-2005 biennium
