  1. Call to Order: Chair Erdmann called the meeting to order at 2:21 p.m.
  2. Roll Call
    1.   3. Approval of Minutes of September 10, 2002 Faculty Senate Meeting (attached and available at http://www.uww.edu/facsenate/archives/2002_2003/minutes/M091002.htm): Cartwright/Hogan moved approval. Passed.
  4. Reports of Committees
    1. Transmittal of actions of the University Curriculum Committee meeting of Friday, September 20, 2002, (attached and available at http://acadaff.uww.edu/ucc/2002-03/092002T.htm for download links): Hogan/Epps moved approval of actionable items. Passed. FS0203-3
    2. Faculty Personnel Rules Committee (Epps) (a complete .pdf copy of the rules as passed at the September 10, 2002 Faculty Senate Meeting is available through a link at http://www.uww.edu/facsenate/index.html): Resolved that the Faculty Senate amend section III.B.7.d. of the personnel rules (as approved on October September 10, 2002) as follows: "...then the dean shall meet consult with the department..."
      1. Epps/Dollarhide moved approval of the resolution. Passed. FS0203-4
  5. New Business
    1. Retirement Resolution(s) - none
    2. Appoint three at-large members to the Faculty Appeals and Grievance Committee; (to be chosen from among nominees by all Senators); see http://www.uww.edu/uwwhdbk/committees/FC-FacAppeals.htm: Dollarhide/Kozlowicz moved to close nominations (Manuel Ossers, P.B. Poorman, Wilfred Tremblay) and declare the nominated individuals elected. Passed.
    3. Choose one faculty member as the Senate representative to the Women's Issues Committee at the request of Committee Chair Zohreh Ghavamshahidi (attached): no action (no nominations)
    4. Resolution on pay settlement for Wisconsin Classified employees: Kozlowicz/Hogan moved approval of the resolution. Passed unanimously. FS0203-5
    5. Resolved that the UW-Whitewater Faculty Senate support an immediate pay increase for Wisconsin Classified employees and that upon adoption of this resolution, the Chair of the Senate forward this vote of support for Classified Employees to all University of Wisconsin Faculty Representatives, the University of Wisconsin System Board of Regents, University of Wisconsin System President Katherine Lyall,The Association of University of Wisconsin Professionals, American Federation of State, County and Municipal Employees (Council 24), the Wisconsin Department of Employment Relations, and the Governor's Office.
    6. Resolution on posthumous degrees: Topp/Epps moved approval. Passed. FS0203-6: Resolved that:
      1. the faculty shall award a posthumous degree appropriate to a deceased student's academic program upon condition that at the time of death the student be in good academic standing and be enrolled in the final semester's coursework or within eighteen units of completing requirements for a baccalaureate degree or six units of completing a master's degree;
      2. the Office of the Dean of Student Life shall arrange such posthumous award of degree at the next graduation ceremony upon written consent of the department in which student's major or academic program is located and the dean of the college in which the student's academic program is located;
      3. the Faculty Senate recommends that the Office of the Dean of Student Life or other appropriate office(s) develop an appropriate means of recognizing deceased students who do not meet the requirements as stated above for award of a posthumous degree
    7. Resolution amending the May 24, 2000  "Interim reappointment/promotion/tenure procedures and timeline for ‘00 to ‘03" see http://acadaff.uww.edu/Promotions/PromotionCoverMemo.htm: Weston/Dollarhide moved approval of the resolution. Passed. FS0203-7
    8. Resolved that the Faculty Senate amend the "Interim reappointment/promotion/tenure procedures and timeline for ‘00 to ‘03" to allow a faculty member being reviewed during the 2002_2003 review cycle to write a rebuttal to a department decision or any recommendation of action as described in the revision of section VI-F, III, D of the personnel rules as approved by the Faculty Senate on September 10, 2002.  The rebuttal shall be placed in the portfolio immediately behind the Reports of Decision or Reports of Recommendation of Action filed by the department, dean, constituency standards committee, or Vice Chancellor for Academic Affairs.
  6. Announcements and Information (no action)
    1. Report of the Chancellor
      1. Chancellor Miller commented on agenda item 5.d that it was a good idea to take a stance, but that the union negotiation process for classified staff was very different from the process for academic staff/faculty pay plans.
      2. The UWS Board of Regents will meet on the UW-Whitewater campus on Thursday and Friday, October 10-11. A number of presentations by faculty and staff are planned.
