  1. Call to Order:  Chair Erdmann called the meeting to order at 2:20 p.m.

  2. Roll Call

  4. Reports of Committees
    1. University Curriculum Committee:
      1. Transmittal of actions of Friday, November 12, 2004 (attached; please see  http://acadaff.uww.edu/ucc/2004-05/111204/111204T.html for download able links).   Weston/Ghavamshahidi moved approval. Passed.  FS0405-12
      2. Deadline for curricular proposals (information only):  Fall 2005 curriculum proposals are due to the UCC January 21 with materials due to the Assoc. Vice Chancellor 's office by January 12
    2. Faculty Salary Committee:  Committee Chairperson Melissa Freiberg discussed the Faculty Salary Committee's salary proposal for the 2005-2007 biennium.  The committee completed a survey of the faculty regarding its preferences and developed its plan based on the results of that survey.  The proposed plan was formulated to reflect the immediate need for across-the-board salary increases to compensate for the continuous decline of salaries with respect to the cost of living and in comparison to other institutions.  Further, the committee indicated it felt that the UW System or the University, preferably both, needs to provide additional funding to address the compression issue because the salary plan simply does not make significant affect the problems.  Portman/Klug moved approval of the salary plan.  Passed 15-4 on a show of hands.  FS0405-13
    3. Calendar Committee:  Registrar Dan Edlebeck presented 2006-2007 calendar. Epps/Gruber moved approval.  Passed.   FS0405-14

    2. December 2004 Graduates:

      RESOLVED THAT the Faculty Senate of the University of Wisconsin-Whitewater recommends to the University of Wisconsin System Board of Regents that the University of Wisconsin-Whitewater students who have applied for graduation in December 2004 and who have been certified by the University Registrar to have met all academic requirements and completed all of their courses of study be granted their degrees at the December 2004 commencement exercises.    Weston/Kapp moved approval. Passed.  FS0405-15

    3. Resolution on UW Trust Fund holdings:

      WHEREAS there have been allegations that some of the world’s governments, including, for example, the Israeli government, have been and continue to be engaged in grave human rights violations, including engaging in military assaults on civilians, making mass arrests, holding and torturing political prisoners, willfully destroying agricultural land, displacing civilian refugees, depriving civilians of water and food, demolishing homes, confiscating land, hostage-taking and conducting extra-judicial assassinations; and,

      WHEREAS the International Court of Justice has ruled that Israel’s Security Wall violates international humanitarian law as well as the fundamental human rights of the Palestinians; and,

      WHEREAS it is alleged that these acts constitute war crimes, and, in some cases crimes against humanity, proscribed by such international codes and agreements as the Principles of the Nuremberg Charter and Judgment, The United Nations Declaration of Human Rights, United Nations Security Council and General Assembly resolutions, the International Covenant of Civil and Political Rights, the Geneva Conventions (in particular, but not limited to the 4th Geneva Convention), the Convention Against Torture, the Convention on the Rights of the Child, Protocol 1; and,

      WHEREAS, the U.S. Foreign Assistance Act of 1961, 22 USC sec. 2304, provides that “no security assistance may be provided to any country the government of which engages in a consistent pattern of gross violations of internationally recognized human rights”; and,

      WHEREAS, University of Wisconsin System Regent Trust and Fund Policy 78-1 provides that “In accordance with Sec. 36.29(1) Wis. Stats., all investments ‘made in any company, corporation, subsidiary or affiliate which practices or condones through its actions discrimination on the basis of race religion, color, creed or sex. . . .’ shall be divested in as prudent but rapid a manner as possible”; and,

      WHEREAS, University of Wisconsin System Regent Trust and Fund Policy 97-1 (Investment and Social Responsibility) provides that “the Board acknowledges the importance of maintaining an awareness of public concerns about corporate policies or practices that are discriminatory (as defined by 36.29(1) Wis. Stats.) or cause substantial social injury, and it will take this factor into account.”

      BE IT RESOLVED that the Faculty Senate of the University of Wisconsin-Whitewater calls upon the University of Wisconsin System Board of Regents to conduct a disinterested and expert investigation into the allegations stated above toward the possible end of divesting of holdings in Boeing, Caterpillar, General Dynamics, Lockheed Martin, Northrop Grumman, Raytheon and any companies demonstrated to be knowingly supplying weaponry or financial support for any nations which engage in such human rights violations.

      2. Kozlowicz moved to amend by striking the first three paragraphs; motion pending
      3. Aulerich moved to amend the amendment by striking from the final paragraph, "Boeing, Caterpillar, General Dynamics, Lockheed Martin, Northrop Grumman, Raytheon and"; motion pending
      4. Ghavamshahidi moved to postpone until the February 1, 2005 meeting.   Passed.

  7. Announcements and Information (no action unless noted otherwise)
    1. Report of the Chancellor: none
    2. Report of the Provost (presented by Associate Vice Chancellor Barbara Monfils):
      1. Plan 2008 Phase II Report.  The Plan 2008 Phase II Report identified UW-Whitewater programs aimed at meeting Plan 2008 goals and corresponding measurable outcomes.   The main focus in addressing Phase II is on student success, specifically addressing the achievement gap between students of color and white students, as measured by retention and graduation rates.
      2. Regent Jesus Salas' December 2, 2004 visit to UW-Whitewater on the revised mission statement.  Regent Salas attended several meetings on campus regarding the revised mission statement.  The revised mission statement will now go to the full Board of Regents for approval in February of 2005.
      3. Budget exercises underway. At the present time, the UW System is participating in two budget exercises, one in response to Governor Doyle's call for each state agency to prepare a budget that cuts spending by 10 percent and a second dealing with concerns for administrative efficiency raised by the 2004 Legislative Audit Bureau report on UW System.
    3. Report of the Senate Chair:
      1. Chancellor Miller has accepted a position as chancellor at Central Connecticut State University, pending formal approval of the Connecticut Board of Regents on Friday, December 10, 2004.
