- Calendar Committee: Resolved that Winterim 2006
begin Wednesday, December 28, 2005 (Registrar Dan Edelbeck explains:
"It has come to my attention that the dates approved for the 2006 Winterim
term will need to be adjusted to accommodate the observance of the January
1, 2006 holiday. January 1 falls on a Sunday, and state agency observance
of that holiday will occur on Monday, January 2. The previously approved
calendar for 2006 Winterim had the term starting on Thursday, December
29, 2005, and finishing on Friday, January 13, 2006, for a total of 12
class days. The 12 days included Monday, January 2, as a class day,
but we now know that there will be no classes on the 2nd. To comply
with University policy that requires the Winterim term to be 12 class days
or more, I am proposing that the 2006 Winterim term begin Wednesday, December
28, 2005, one day earlier than indicated on the present schedule. Please
note, Winterim class days have typically not been scheduled on Saturdays
or Sundays so that those days can be held in reserve in the event they are
needed as substitutes for other class days canceled due to inclement weather
or other unforeseen events. In addition, 2006 Winterim must conclude
before the start of the 2006 spring term which begins on Tuesday, January
17 [the day following the observance of the Martin Luther King holiday].")

- Faculty Personnel Rules Committee:
- even more revisions to RULES GOVERNING FACULTY APPOINTMENTS
UNDER UWS 3, WISCONSIN ADMINISTRATIVE CODE; (attached to the paper copy;

- Given the action of the Faculty at the Spring 2004 Faculty
Meeting, the Faculty Appeals and Grievances Committee was renamed the Faculty
Appeals, Grievances, and Disciplinary Hearing Committee. This committee
name change occurs on pages 19, 21, 24, 26, 27, 31, 33, 37, 57, and 58,
but is not included in the paper copy.
- The paper copy includes
- pages 10-12: rules affecting initial faculty appointments
for those who have not completed a terminal degree and faculty hired to begin
in the Spring Semester
- page 20: rules authorizing departments to choose one or
two-year renewal of probationary faculty
- pages 28-30: rules on the chancellor's responsibilities
in reappointment, tenure and/or promotion; rules authorizing reconsideration
and appeal of a chancellor's decision not to reappoint or grant tenure

- Faculty Senate Executive Committee: On January 12,
2005, the 2004-2005 Faculty Senate Executive Committee passed FS0405-16
EXEC requesting that the Academic Staff Assembly revise language to the
UWW 3.01 of the Academic Staff Personnel Rules; at the request of the the
2004-2005 Faculty Senate Executive Committee, full Senate action was to
be delayed until the September 2005 Senate meeting. (attached to the paper copy)
- Whereas, s. 36.09(4) Wisconsin Statutes (available through
<http://www.legis.state.wi.us/rsb/stats.html>)
specifies that faculty “shall actively participate in institutional policy
development” and “[a]s such...shall have the primary responsibility for
academic and educational activities”; and
- whereas, the Faculty Senate understands that the following
proposed revision codifies what is already common practice here at UWW;
- be it resolved that the Faculty Senate Executive Committee
expects that all hiring of instructional academic staff be done only with
the consent of the department or its expressed designee; and
- be it resolved that the Faculty Senate requests that
the Academic Staff Assembly adopt revisions to UWW 3 to make explicit
the requirement that “instructional academic staff appointments may be
fixed term, probationary, or indefinite upon appropriate approval by the
Chancellor or his/her designee and the department or its expressed designee;
and
- be it further resolved that the Chair of the Faculty
Senate transmit this resolution to the Academic Staff Assembly with copy
of suggested revisions to the first paragraph of UWW 3.01 (found in the
online UWW Handbook, section V. ACADEMIC STAFF EMPLOYMENT/ B. Types of Appointments,

- Campus Landscape Planning Committee (please see the
resolution and rationale attached to the paper copy)
- Whereas: The Drumlin Nature Preserve and Recreation
Area was established as a LAWCON site for the preservation of wildlife
habitat; and
- whereas: The Drumlin Nature Preserve and Recreation
Area is for study and enjoyment of nature; and
- whereas: The Drumlin Nature Preserve and Recreation
Area must be protected from additional invasive activities such as additional
trails; and
- whereas: Less than 3% of original prairie remains
in Wisconsin; and
- whereas: The UW-Whitewater Nature Preserve Prairie
area of 67 acres is designated as such and is being reconstructed to represent
a natural prairie that was in existence before the plow; and
- whereas: The UW-Whitewater Nature Preserve Prairie
environment is being threatened with proposed redundant trails that remove
existing prairie and significantly fill in a seasonal wetland that is
used for breeding, feeding, resting of amphibians, ducks, geese, sandhill
cranes, deer, woodcock, and other forms of wildlife; and
- whereas there are existing trails that serve all populations
of bikers, walkers, joggers, and with a slight modification, the handicapped
for access to the UW-Whitewater Preserve Prairie, the following resolution
be adopted:
- be it resolved that, effective immediately, due to the
impending additional bike (multi-purpose) trails through the prairie,
no additional trails of any kind be constructed anywhere in the UW-Whitewater
Nature Preserve, including the perimeter, without consultation and consent
of the new UW-Whitewater Chancellor and input from the Campus Landscape
Planning Committee, Whitewater Prairie Reconstruction Committee, and the
Friends of the Whitewater Prairie, Inc.; and
- be it further resolved that this resolution take effect
immediately regardless of existing grants, state projects, previous memos,
or additional trail plans.

- Senators representing Business and Economics are
to indicate their selection of a faculty member to the General Education
Review Committee (please see <http://www.uww.edu/uwwhdbk/committees/FC-GenEd.htm>),

- Retirement Resolution(s)
- Resolution on two degrees at one commencement (the proposed
Catalog Language is attached to the paper copy): Resolved
- that effective fall 2007, students be allowed to pursue
two undergraduate degrees concurrently provided that
- the degree programs reside in two different colleges
- that students complete all requirements for both programs,
including degree, major, and unique requirements
- that the major from either degree may be used in place
of any minor required in the other degree
- that if all requirements are completed concurrently,
both degrees will be conferred at the same commencement.
- Appoint faculty to the Senate's Faculty Personnel Rules Committee
