  1. Call to Order  The Senate was called to order at 2:30 PM.  A quorum was not reached until 2:40 PM.

    1. University Curriculum Committee:

    2. Memorial Committee:
      1. Resolution on naming opportunities for donors at levels indicated for the Multi-Sport Complex (attached to the paper copy).  Approved on an Ossers/Leitheiser motion. FS0607-14.

  6. New Business:
    1. Retirement Resolutions: Richard F. James, Information Technology and Business Education (attached to the paper copy).  Approved unanimously on a Gruber/Leitheiser motion. FS0607-15.
    2. Resolution on the Printed Version of the Timetable:
      Be it resolved that a printed version of the Timetable should continue to be available for students, faculty, and administrators.  Registrar Dan Edlebeck presented reasons for the proposed online timetable and how it will be organized.  Johnson/Emrey moved the resolution. Discussion of the pros and cons followed.  The resolution was defeated on a show of hands.
  7. Announcements and Information (no action unless noted otherwise)
    1. Report of the Chancellor:
      1. The Governors proposed budget has funding for Cost to continue, two-thirds of the System growth agenda, and faculty recruitment and retention; the 10% administrative cut is gone.
      2. The University Center project is about four weeks behind schedule.
      3. Specifications for the new residence hall emphasize green technologies.
      4. A Christopher Reeve grant has been received for a joint project with the Delavan Yacht Club.
      5. The $50 million capital/endowment fund campaign is almost ready to launch. 
    2. Report of the Provost:
      1. The Governors budget eliminates funding for current veterans tuition the campus will pick up this cost.
      2. Fifty per cent of funds from the new capital campaign will be targeted to faculty, i.e. research funds, endowed chairs, and the like.
      3. The campus is working on grant applications for social/personal responsibility issues.
      4. The Regents passed the consolidated admissions policy.
      5. Enrollment was down slightly this year, but applications for fall are up 500 over the same time last year.
      6. We have joined the Midwestern Higher Education Consortium.
      7. Potential computer problems with the March 11 daylight savings time change are being worked on.
    3. Report of the Senate Chair:
      1. The UWS proposal on technical college cooperation was presented to the Regents.
      2. Legislation on domestic partnership benefits has been introduced; UW-Madison campus representatives are asking for letters of support.

          1. FS0607-04: approved the resolution on the location of the University Bookstore: Whereas books are an integral part of a student's education; and,
            Whereas the development of an academic and intellectual culture requires an appreciation of books; and,
            Whereas the development of an appreciation of books requires constant exposure and easy access to them; and,
            Whereas the University Bookstore, located in Moraine Hall is out of the mainstream of student and faculty traffic that is located primarily in the University Center;
            Be it resolved that the University Bookstore, at least the non-textbook rental portion, be moved to the remodeled University Center after the completion of the scheduled construction;

            1. Other Action. I appreciate the sentiment of this resolution, but decisions regarding the occupancy of the new University Center have already been made. The location of the University Bookstore, with or without Textbook Rental, was seriously considered at the point in the planning process almost two years ago when the changes could have been accommodated. A determination was made for the University Bookstore to remain in Moraine Hall at that time. While the entire University Bookstore will not be moved, the remodeled University Center will have an area called the Bodega which will include books, magazines, and other merchandise from the Bookstore.

FS0607-08: approved the resolution on criminal background checks: University of Wisconsin-Whitewater Faculty Senate recommends that when the Board of Regents adopts a comprehensive policy requiring that all University of Wisconsin institutions conduct criminal background checks on new hires, The University of Wisconsin-Whitewater shall use its governance process to adopt criminal background check implementations policies and procedures, and that the institution will submit its plan to the University of Wisconsin System General Counsel and University of Wisconsin System Office of Human Resources for review and approval, approved by the Chancellor 12/05/06.

          3. FS0607-12: approved resolution on Academic Contingency Planning:
            WHEREAS the University of Wisconsin-Whitewater's core values include the commitment to the pursuit of knowledge, and the University's mission is to provide a range of undergraduate and graduate education; and,
            WHEREAS a significant loss of instructional time would disrupt students' educations;
            BE IT RESOLVED THAT faculty cooperate fully with the Crisis Committee and the Provost in developing contingency plans for the continuation of instruction to the extent feasible and as appropriate for course content through alternate means in the event of campus closure for an extended period of time;
