      Be it resolved that the University of Wisconsin-Whitewater faculty adopt Chapter 7 of the Faculty Personnel Rules, implementation of UWS 7 of the Administrative Code:

      Chapter VII-RULES GOVERNING DISMISSAL OF FACULTY IN SPECIAL
      CASES UNDER UWS 7, WISCONSIN ADMINISTRATIVE CODE

      A. Definitions
      1. "appropriate institutional governance representatives" shall mean the
      Faculty Senate Chair or her/his designee,
      2. "appropriate faculty governance representatives" shall mean the
      Faculty Senate Chair or her/his designee, and
      3. "institutional standing committee" shall mean the Faculty Appeals
      Grievance, and Disciplinary Hearing Committee.

    2. Resolution on Desire2Learn:
      Whereas a majority of the students and faculty at the University of Wisconsin-Whitewater depend upon Desire2Learn technology as part of the educational support infrastructure; and
      Whereas the performance of the system at the beginning and end of academic periods has been unacceptably slow; and
      Whereas the performance problems seem to be reoccurring over several years; and
      Whereas these problems have negatively impacted the education of the students across the University; and
      Whereas the ability to address the performance problems is outside of the control of this campus;
      Therefore be it resolved that the faculty at the University of Wisconsin-Whitewater hereby formally expresses its dissatisfaction with the performance of the current implementation, infrastructure, and management of Desire2Learn and request that the University of Wisconsin System Administration investigate the systemic nature of the problem and resolve it. Furthermore we respectfully request a report of the outcome of such an investigation.

          1. FS0607-23: approved the Resolution on Criteria for Approval of Wisconsin Technical College System Collegiate Transfers Programs:
            Whereas at its February 9, 2007, meeting, the University of Wisconsin Board of Regents passed the University of Wisconsin System Board of Regents Criteria for Approval of Wisconsin Technical College System Collegiate Transfer Programs (Education Committee Resolution A); and,
            Whereas the Faculty "have the primary responsibility for academic and educational activities" (Wis. Stat. 36.09(4)); and,
            Whereas the Criteria do not make clear the role of the faculty in reviewing and approving either the curriculum of the Liberal Arts Programs or the Pre-Professional Programs for transfer from the Wisconsin Technical College System;
            Be it resolved that if the University of Wisconsin-Whitewater does any formal review of a Liberal Arts Program called for under II.C.1 of the Criteria: "Formal review and, if possible, approval of the curriculum for course transfer is obtained from at least one UWS institution to which students are likely to transfer following completion of the Liberal Arts degree," no such review may be completed without an assessment by and approval of the appropriate college curriculum committee or committees; the University Curriculum Committee; and, for any courses proposed for General Education credit, the General Education Review Committee; and,
            Be it further resolved that if the University of Wisconsin-Whitewater considers approving a Pre-Professional Program called for under III.C.1 of the Criteria: "Approval of the program is obtained from the WTCS and UWS partner institution(s), including the transfer and application of courses toward a degree at the institution," no such approval may be granted without an assessment by and approval of the appropriate college curriculum committee or committees; the University Curriculum Committee; and, for any courses proposed for General Education credit, the General Education Review Committee;             approved by the Chancellor 12/05/07.

            (2) research agenda, current projects, and accomplishments and in what way this agenda and the projects are consistent the select mission of the department and/or the strategic plan of the University;
            3) service activities and how they help support the fulfillment of the select mission of the department and/or the strategic plan of the University;             approved by the Chancellor 12/05/07 (it will be forwarded to the Board of Regents with the next group of rule changes).
          3. FS0607-35: approved the resolution on Domestic Partner Benefits:
            Whereas the University of Wisconsin System's lack of Domestic Partner Benefits has resulted in the loss of valued employees and makes it more difficult to recruit high quality employees; and
            Whereas peer institutions of the University of Wisconsin System afford their employees these benefits;
            Therefore be it resolved that the Faculty Senate of the University of Wisconsin-Whitewater urges the granting of Domestic Partner benefits to all employees of the University of Wisconsin System,             accepted by the Chancellor 12/05/07.

          2. FS0708-06: approved resolution on establishing an ad hoc committee to study the integrity of online courses:
            Whereas the University of Wisconsin-Whitewater has been increasing the number of online course offerings; and Whereas one of the benchmarks of the University Strategic Plan is to further increase the number of these offerings; therefore be it resolved that an ad hoc committee be formed to investigate the issue of the integrity of online courses and the practices that are currently in place to help ensure the quality of online instruction and to make recommendations on maintaining the integrity of these courses; on educating first time instructors of online courses in best practices; on exploiting new technologies and maintaining currency in a rapidly changing technological environment; and on supporting online course instruction, including the development of any infrastructure (for example, testing centers) that may be needed by instructors and/or students. The Committee will consist of five members, one member from each constituency and one member from Instructional, Communication, and Information Technology. Nominations should be sent to the Faculty Senate Chair by November 27. The Faculty Senate Executive will select the five members from the pool of nominees at its November 27 meeting. The Committee should report to the Faculty Senate at its May 6, 2008, meeting; approved by the Chancellor 11/28/07.
          3. FS0708-07: approved the 2010-2011 Academic Calendar; approved by the Chancellor 11/28/07.
          4. FS0708-08: approved the Resolution in support of the University of Wisconsin-River Falls Petition for an Equitable, Reasonable, and Affordable Quality Health Care Plan:
            Whereas the faculty and staff of all campuses of the University of Wisconsin System should have access to fair and good quality health care; be it resolved that the University of Wisconsin-Whitewater Faculty Senate endorses and fully supports the Petition for an Equitable, Reasonable, and Affordable Quality Health Care Plan for all faculty and staff at the University of Wisconsin-River Falls; and
            Be it further resolved that we strongly urge the President and the Board of Regents of the University of Wisconsin System to act quickly to ensure that each campus be offered an equitable, reasonable, and affordable quality health care plan this year and in the future;             transmitted to the Board of Regents and the President of the University of Wisconsin System 11/16/07.
