Be it resolved that UWW III.B.8.c.(3) be inserted as follows:
For a candidate who receives credit for three years of prior service, at the discretion of the department and with the approval of the probationary faculty member, a full review may be held two full years before the mandatory tenure and/or promotion decision. This review may take place even if no decision for reappointment is necessary and even if it is the faculty member's first or third year at UW-Whitewater.
Contracts for such probationary faculty in the first year of a two year contract who receive a strong appraisal in this review, the recommendation of the department, and agreement of the chancellor, may be offered a two year contract so that 1) a consultation is done in the next year and 2) the mandatory tenure and/or promotion review arrives in the year their contract is to be reviewed.
Be it further resolved that the current UWW III.B.8.c.(3)-(5) be renumbered.
Be it further resolved that UWW III Appendix C.1 be revised so that the fourth review year for three years credited experience reads as follows:

Be it resolved that the University of Wisconsin-Whitewater faculty adopt Chapter 7 of the Faculty Personnel Rules, implementation of UWS 7 of the Administrative Code:
Chapter VII-RULES GOVERNING DISMISSAL OF FACULTY IN SPECIAL
CASES UNDER UWS 7, WISCONSIN ADMINISTRATIVE CODE
A. Definitions
1. "appropriate institutional governance representatives" shall mean the
Faculty Senate Chair and/or her/his designees,
2. "appropriate faculty governance representatives" shall mean the
Faculty Senate Chair and/or her/his designees, and
3. "institutional standing committee" shall mean the Faculty Appeals
Grievance, and Disciplinary Hearing Committee.

Whereas a majority of the students and faculty at the University of Wisconsin-Whitewater depend upon Desire2Learn technology as part of the educational support infrastructure; and
Whereas the performance of the system at the beginning and end of academic periods has been unacceptably slow; and
Whereas the performance problems seem to be reoccurring over several years; and
Whereas these problems have negatively impacted the education of the students across the University; and
Whereas the ability to address the performance problems is outside of the control of this campus;
Therefore be it resolved that the faculty at the University of Wisconsin-Whitewater hereby formally expresses its dissatisfaction with the performance of the current implementation, infrastructure, and management of Desire2Learn and request that the University of Wisconsin System Administration investigate the systemic nature of the problem and resolve it. WHEREAS the lifeblood of academic research is authoritative information and UW System libraries are purveyors of that content; and WHEREAS information is essential in increasing research capacity and productivity across the UW System; and
WHEREAS information sources available "virtually" are essential so that faculty, staff, and students can use them from their computer at work, at school, or at home for distance and lifelong learning; and
WHEREAS the information marketplace has exploded in response to growth in new areas of knowledge; and
WHEREAS the recruitment and retention of talented faculty and students, which is influenced by the availability of resources that support their academic success, is paramount for the success and reputation of the UW system; and
WHEREAS UW has not received new funding for the acquisition of library resources since the 1999/01 biennium;
THEREFORE, BE IT RESOLVED that UW-Whitewater Faculty Senate fully supports the request for funding to increase electronic access to information to benefit students, faculty/staff and all Wisconsin residents; transmitted to Regent President Bradley and President Riley 04/09/08.
