RESOLUTIONS OF THE 2002/2003 FACULTY SENATE

FS0203-1 In its September 10, 2002 meeting, under agenda item 5.a., the 2002/2003 Faculty Senate passed a resolution on the retirement of Dr. Neil Dortch, Business Education/Computer and Network Administration. Chancellor's approval 11/21/02
FS0203-2 In its September 10, 2002 meeting, under agenda item 4.b., the 2002/2003 Faculty Senate approved the revised Faculty Personnel Rules with amendments to section III.B. 7. FS0203-4

By actions taken under agenda item 4. b. of its October 8, 2001 meeting, the Faculty Senate approved the following resolution amending the faculty personnel rules as passed at the September 10, 2002 Faculty Senate Meeting:

Resolved that the Faculty Senate amend section III.B.7.d. of the personnel rules (as approved on October September 10, 2002) as follows: "...then the dean shall meet consult with the department..."

Regarding this amendment, the Personnel Rules Committee offered the rationale that subsequent to an initial meeting as required under III.B.7.a., all parties will have reached consensus and further face-to-face meetings will unnecessarily delay the process unless the circumstances specified in III.B.7.e. apply. By actions taken under agenda item 5.d. of its October 8, 2001 meeting, the Faculty Senate unanimously approved the following resolution on pay settlement for Wisconsin Classified employees:

Resolved that the UW-Whitewater Faculty Senate supports an immediate pay increase for Wisconsin Classified employees. Sent to Chancellor FYI

By actions taken under agenda item 5.e. of its October 8, 2001 meeting, the Faculty Senate approved the following resolution on posthumous degrees:

Resolved that: 1. the faculty shall award a posthumous degree appropriate to a deceased student's academic program upon condition that at the time of death the student be in good academic standing and be enrolled in the final semester's coursework or within eighteen units of completing requirements for a baccalaureate degree or six units of completing a master's degree; 2. the Office of the Dean of Student Life shall arrange such posthumous award of degree at the next graduation ceremony upon written consent of the department in which student's major or academic program is located and the dean of the college in which the student's academic program is located; 3. the Faculty Senate recommends that the Office of the Dean of Student Life or other appropriate office(s) develop an appropriate means of recognizing deceased students who do not meet the requirements as stated above for award of a posthumous degree. By actions taken under agenda item 5.f. of its October 8, 2001 meeting, the Faculty Senate approved the following resolution amending the May 24, 2000 "Interim reappointment/promotion/tenure procedures and timeline for ‘‘00 to ‘‘03," (see http://www.uww.edu/acadaff/admin/personnel/index.html ):

Resolved that the Faculty Senate amend the "Interim reappointment/promotion/tenure procedures and timeline for ‘00 to ‘03" to allow a faculty member being reviewed during the 2002-2003 review cycle to write a rebuttal to a department decision or any recommendation of action as described in the revision of section VI-F, III, D of the personnel rules as approved by the Faculty Senate on September 10, 2002. The rebuttal shall be placed in the portfolio immediately behind the Reports of Decision or Reports of Recommendation of Action filed by the department, dean, constituency standards committee, or Vice Chancellor for Academic Affairs. By actions taken under agenda item 4.c. of its November 12, 2002 meeting, the Faculty Senate unanimously approved the following resolution in support of the University Memorial Committee’s recommendation to honor deceased Professor Emeritus William Beck.

Resolved that in recognition of William Beck's over thirty-seven years of service to our students and our university, the Faculty Senate urges that Heide Hall 117 be named in his honor. Sent to Chancellor FYI

Under agenda item 5.b. of its November 12, 2002 meeting, the Faculty Senate unanimously approved the following resolution creating a task force combining representatives of Admissions, Academic Affairs, Student Affairs, and faculty to student means to attracting freshmen of greater academic promise:

Resolved:

  1. that there be a Faculty Senate ad hoc task force to determine means of attracting more incoming Freshmen graduating in the top quarter of their high school classes and having promising academic records
  2. that the Senate appoint two faculty members to the task force whose responsibilities shall include
    1. determining the balance of the task force membership within the parameters stated below
    2. serving on the task force
    3. helping insure that the task force's report is provided as specified below
  3. that the task force be composed of
    1. two representatives from the Admissions office
    2. one representative from Academic Affairs
    3. the two aforementioned faculty members
    4. one representative from Student Affairs
  4. that the task force be chaired by the representative from the Admissions Office
  5. that the task force report on its recommendations at or before the April 8, 2003 Faculty Senate meeting
Immediately upon passing this resolution, the Faculty Senate chose as the faculty representatives Dr. Jo Ann Oravec, Business Education and Computer Network Administration, and and Dr. Mohammad Ahmadi, Mathematical & Computer Sciences. Chancellor's approval 11/21/02

By this action, the procedures for the Faculty Service Award shall be as follows:

as adopted by the Faculty Senate, December 10, 2002

The annual UW-Whitewater Faculty Service Award is for a faculty member's outstanding service to the University.

"Service" is defined as contributions to the University, as well as professional and public services activities.

  • Contributions to the University include contributions to the governance, administration or operation.
  • Professional and public service activities include activities in the faculty member's discipline, art, profession, or society, provided that the faculty member provides such service as a practitioner of her or his discipline, art, or profession, or as a representative of the University or University system.
  • Consult the Standard Classification of Performance Data for a list of service activities.
  • Teaching and research activities are excluded from consideration for this award.

Contributions identified by an applicant must have been made while a member of the faculty at UW-Whitewater.

APPLICATION SCHEDULE:
Friday, February 15, 2002: Nominations due. (See step 1)
Wednesday, March 13, 2002 to Wednesday, March 20, 2001: Faculty Service Award Selection Committee selects recipient
Monday, April 8, 2002: Faculty and Academic Staff Awards Reception: The nominees will be recognized at the Faculty and Academic Staff Awards Reception.
Approximately May 1, 2002: Award presented at the Faculty Recognition Dinner: The award will be presented at the Faculty/Staff Recognition Dinner.

APPLICATION PROCESS

  1. NOMINATION REQUIREMENTS
    • The candidate must be a tenured or tenure-track faculty member.
    • The candidate must not be a previous recipient of this award.
    • The nominator may be a faculty or staff member, an academic department or program.
    • The nominator must submit a one-paragraph summary of the nominee's service via e-mail to Lisa Rowland at rowlandl@mail.uww.edu for the Award Nominee Reception.
    • The nominator must indicate if he or she or his or her designee will speak at the 3:30 p.m., April 8 Awards Reception on behalf of the nominated.
    • The letter of nomination should be no longer than one two typed letter-sized pages.
    • The candidate shall submit with the nomination letter
      • a narrative of no more than three typed pages describing the significance of the candidate’s service activities
      • a listing of titles and dates of service activities.
    • No later than noon on February 15, 2002, the nominator is to send to Ed Erdmann, Faculty Senate, UC63,

  2. SELECTION
  3. On or before the last day of Fall term classes annually the Faculty Senate shall select a Faculty Service Award Selection Committee consisting of five faculty Senators to serve a two-year term. Annually on or before the last day of Fall term classes, the Faculty Senate shall select one former recipient of the Faculty Service Award to serve on the committee On February 4 of 2003, the Faculty Senate shall select an initial Service Award Selection Committee consisting of three faculty Senators to serve a two-year term, two to serve a one-year term, and one former recipient of the Faculty Service Award to serve on the committee.

Resolved that the Faculty Senate of the University of Wisconsin-Whitewater recommends to the University of Wisconsin System Board of Regents that the University of Wisconsin-Whitewater students who have applied for graduation in December 2002 and who have been certified by the University Registrar to have met all academic requirements and completed all of their courses of study be granted their degrees at the December 2002 commencement exercises. By actions taken under agenda item 5. f. of its December 10, 2002 meeting, the Faculty Senate approved the following resolution forming a faculty committee on University Core Values

Resolved

  • that the Faculty Senate create an ad hoc Senate committee to consider whether the "core values" as expressed in "University Goals -- Core Values" are consistent with the UWW Select Mission, indicating where there is alignment or misalignment, and to consider whether the core values are appropriately reflected in the University Goals:
    • that the committee be composed of five tenured Senators, to be chosen immediately upon the Senate's approval of this resolution,

In its February 4, 2003 meeting, under agenda item 4.c., the Faculty Senate passed the following resolution on distribution of the faculty salary monies for the 2003-2005 biennium.

If the pay plan is less than or equal to the current rate of inflation or 2% (whichever is higher) the total pay plan amount will be used to provide a solid performance award to the individual salaries of all faculty whose satisfactory performance has been certified by their respective Departments. Faculty not performing satisfactorily will not be eligible to receive this distribution.

Chancellor denied 2/28/03 as not meeting "the requirements of the Board of Regents rules for pay plan distributions" per memo to Edward Erdmann of 2/28/03 RE: Faculty Senate Resolution FS0203-19.

FS0203-20 In its February 4, 2003 meeting, under agenda item 4.c., the Faculty Senate passed the “Faculty Salary Plan 2003-2005” with the understanding that the timeline for applications for individual cases of market, equity or compression adjustments indicated under II. 2. may be revised as reasonable and necessary. FS0203-21 In its February 4, 2003 meeting, under agenda item 4.d., the Faculty Senate passed the 2004 -2005 and 2005-2006 Calendars. On February 7, 2003, Registrar Dan Edlebeck revised these Calendars in accordance with the Faculty Senate’s amendments. Chancellor's approval 2/28/03
FS0203-22 In its February 4, 2003 meeting, under agenda item 4.e., the Faculty Senate approved and recommended to the Organization Committee the following resolution to make the diversity committee a standing committee. This committee has functioned as an ad hoc Faculty Senate Committee since its inception over a decade ago. The Senate asks the Organization Committee, in accordance with its by-laws (http://www.uww.edu/uwwhdbk/committees/FC-Organiz.htm), to present to a general faculty meeting in March of 2003 changes to the structure of the Diversity Committee to operate in the ensuing academic year, including provisions for electing committee membership, terms of office and committee function. (Note: in its March 10, 2003 meeting, the UWW Faculty voted to make the Diversity Committee a standing committee of the faculty.) Sent to Chancellor FYI

Resolved that the Faculty Senate requests • that the Provost form a small task force to study the results of the National Survey of Student Engagement and Faculty Survey of Student Engagement; • that the task force include three faculty representing at least two constituencies, chosen by the Faculty Senate from among nominees submitted at its April 8, 2003 meeting; • and that the task force make its recommendations for action to the Faculty Senate at its October 2003 meeting. In its April 8, 2003 meeting, under agenda item 4.b.i., the Faculty Senate passed the following resolution on the Women's Issues Committee: Report on Educational Equity at UW-Whitewater; Report on the Status of Women, with Recommendations for Action

Resolved that the Faculty Senate of the University of Wisconsin-Whitewater recommends that the Chancellor authorize the Office of Institutional Research to collect data to prepare an annual Educational Equity Report Card as requested by the Women’s Issue Committee report, “Educational Equity at UW-Whitewater”; and that such quantitative data be published annually in this Report Card in the E-journal and be made available to The Royal Purple. In its April 8, 2003 meeting, under agenda item 4.b.ii., the Faculty Senate passed the following resolution on the Women's Issues Committee: Report on Educational Equity at UW-Whitewater; Report on the Status of Women, with Recommendations for Action

Resolved that the Faculty Senate recommends that at the Chancellor's request the recommendations of the Women’s Issue Committee report, “Educational Equity at UW-Whitewater,” Part Three, I (p. 14) be incorporated in the work of the campus climate study; and at least one member of the Women’’s Issue Committee be included in the campus climate study task force under the direction of the AA/EO committee. In its April 8, 2003 meeting, under agenda item 4.b.iii., the Faculty Senate passed the following resolution on the Women's Issues Committee: Report on Educational Equity at UW-Whitewater; Report on the Status of Women, with Recommendations for Action

Resolved that the Faculty Senate request that campus climate study task force under the direction of the AA/EO committee provide its finished report to the Faculty Senate and that the Faculty Senate invite the campus climate study task force under the direction of the AA/EO committee to provide draft reports to the Senate. In its April 8, 2003 meeting, under agenda item 4.b.iv., the Faculty Senate passed the following resolution on the Women's Issues Committee: Report on Educational Equity at UW-Whitewater; Report on the Status of Women, with Recommendations for Action

Resolved that the Faculty Senate request that the Faculty Diversity Committee include women gender, sexual orientation, and people of disability in the definition of and agenda for diversity. Chancellor's approval 4/17/03

In its April 8, 2003 meeting, under agenda item 4.b.v., the Faculty Senate passed the following resolution on the Women's Issues Committee: Report on Educational Equity at UW-Whitewater; Report on the Status of Women, with Recommendations for Action

Resolved that the Faculty Senate request that General Education course reviews require that course reports include explanation of how curriculum content incorporates scholarship in the appropriate field relating to women and gender. Chancellor's approval 4/17/03

FS0203-36 In its April 8, 2003 meeting, under agenda item 4.c., the Faculty Senate resolved to recommend to you the proposal for a Chancellor's Scholars Program, a program for recruiting students who are in the top fifth percentile of their high school classes and who have ACT scores of at least 29. This proposal was presented as an aspect of the report of Admissions Director Tori McGuire who chaired the Senate ad hoc task force to recommend means to improve the quality of the entering Freshman classes. The Senate Chair expressed his gratitude to Ms. McGuire for her task force’s expedient work and useful recommendation. Chancellor's approval 4/17/03

By action taken under agenda item 5.f. of its April 8, 2003 meeting, the Faculty Senate passed the following resolution proposed by UWW students representing Whitewater United for Peace:

Whereas, the war in Iraq kills increasing numbers of Iraqis and Americans; Whereas, this war creates hundreds of thousands of refugees, taking them away from their families, homes, and jobs, casting them into hunger, thirst, and disease; Whereas, this conflict threatens our economy, stripping billions from child and health care programs, endangering the social security system, turning attention away from helping one another, towards violence and revenge; Whereas, this conflict undermines an already-weakened educational system, increasing the cost of a college education, decreasing the quality of that education, even opening the University of Wisconsin-Whitewater campus to FBI intimidation; Whereas, this war causes every citizen in the United States to lose even the most basic of Constitutional rights, shaking the foundations of democracy--life, liberty, and the pursuit of happiness; Be it resolved that the University of Wisconsin-Whitewater Faculty Senate opposes this war. We affirm our commitment to our servicemen and women as well as to the many millions of innocent Iraqi civilians. Both groups should be allowed to return to the safety of their homes and families. In its April 8, 2003 meeting, under agenda item 4.d.ii, the Faculty Senate passed the following resolution on your report of Tuesday, March 11, 2003, “Current Status of Budget Reduction Planning”:

Resolved that, whereas the university faces 2003-2005 biennial budget cuts affecting teaching loads, the Faculty Senate of the University of Wisconsin-Whitewater urges that departments and programs be charged to determine the means and distribution of workload for faculty and academic staff to meet instructional commitments. Chancellor denied 5/7/03 "I agree that departments need a voice, but it is equally important that the administration set the parameters."

In its May 6, 2003 meeting, under agenda item 4.b.i., the Faculty Senate passed the following resolution on interim personnel rules pending Board of Regent’s approval of the revised Faculty Personnel Rules.

Whereas the Interim reappointment/promotion/tenure procedures and timeline for '00 to '03 (May 2, 2000, item 5.e.; FS9900-53 ; approved by the chancellor May 11, 2000) expire as of the end of the current academic year, be it resolved that the Faculty Senate adopts the DRAFT Personnel Rules Revisions as approved by Senate 9/10/2002 and amended 10/08/02 (available at http://www.uww.edu/facsenate/index.html ) be used in the academic years beginning 2003-2004, pending approval by the UW Board of Regents. In its May 6, 2003 meeting, under agenda item 5.a., the Faculty Senate passed the following resolution in support of Registrar Edlebeck’s Grade Work Group recommendations for changes in grade-reporting procedures:

Resolved that the Faculty Senate supports the recommendations of the Grade Work Group calling for 1) a 4 PM deadline for entry of final grades, 2) a non-punitive " I" grade for use when investigations of academic misconduct are underway, 3) a non-punitive "NN" grade for use when an instructor has not met a grading deadline, and 4) deans, department chairs, and academic units to encourage faculty to use WINS to input grades by the advertised deadline. By action taken under agenda item 6.b. of its May 6, 2003 meeting, the Faculty Senate passed the following resolution on elections:

Resolved that the Faculty Senate expresses its gratitude to Dr. Susan Johnson for her capable and careful stewardship of the elections process. Further resolved that the Faculty Senate recommends that the Faculty Elections Committee allow five working days for balloting in faculty elections. Sent to Chancellor FYI
