FS989-1 Faculty Senate Minutes of September 9, 1998; Paragraph 4.b.vi. Rybski/Hanson moved that the matter of the legality of the resolution made on April 28th by the Faculty Senate be investigated by the Chair of the Faculty Senate, who is to report to the Senate. Motion passed. (Note: the report of the Chair was posted to all Senators on Sept. 29, 1998)
FS989-2 Faculty Senate Minutes of October 13, 1998; Paragraph 5.b. Phanord/Ghosh moved that the Chair be instructed to request that department chairpersons help insure that Faculty Senators' class schedules or prospective Faculty Senators' class schedules not conflict with Senate meeting times. Motion passed. (Note: the action of the Chair was posted to all department chairperson and copied to all Senators on Oct. 15, 1998)

FS989-11 Faculty Senate Minutes of November 10, 1998; Paragraph 3a. By actions taken under agenda item 3.a. of its November 10, 1998 meeting, the 1998/1999 Faculty Senate approved the following required content of all course syllabi. The following is the required contents of a syllabus:
  1. The instructor’s name
  2. . The instructor’s office location, telephone number, and office hours
  3. Title of the course
  4. . Department prefix and number of the course (e.g. 680-101)
  5. Course objectives
  6. Attendance policy with defined excuses

  9. The following additional statement:

    The University of Wisconsin-Whitewater is dedicated to a safe, supportive and non-discriminatory learning environment. FS989-12 Faculty Senate Minutes of November 10, 1998; Paragraph 11c. The Faculty Senate approved unanimously the retirement of Associate Professor Russell D. Helwig.
FS989-13 Faculty Senate Minutes of November 10, 1998; Paragraph 3d. By actions taken under agenda item 3.d. of its November 10, 1998 meeting, the 1998/1999 Faculty Senate passed the following resolution, FS989-13, regarding the salary request for the next biennium: We the Faculty Senate of UW-Whitewater endorse the TAUWP salary request to help close the gap between the UW-System average pay and average pay at similar public institutions. There is a 9.6% gap at the professor level, and 8% gap at the associate professor level, and a 2% gap at the assistant professor level. We therefore request that the Board of Regents support nothing less than 8% and 6% salary increases for the next biennium.

Faculty Senate Minutes of December 8, 1998, Paragraph 3.b. The Faculty Senate approved the following revisions to the Personnel rules affecting promotion as reported by the Faculty Personnel Rules Committee

E. Responsibilities of the University Promotion Standards Committee (UPSC)

  1. Substantive
    1. Write university standards that are consistent with the university mission, goals,
    2. and established personnel policies. Constituency standards shall be consistent with university standards.
    3. Review constituency standards to appraise the compatibility of these standards with university standards.
    4. Review constituency standards to determine the parity among them.
    5. Consult with constituency promotion committees to negotiate adjustments in standards and procedures to achieve parity and compatibility among constituencies’ and university standards an procedures.
    6. Submit unresolved differences between the UPSC and constituency promotion committees to the Faculty Senate for resolution.

IV. DEVELOPMENT OF CRITERIA, STANDARDS, AND PROCEDURES FOR PROMOTION

C. Department Criteria, Standards, and Procedures

  1. The tenured faculty of each department shall write and subsequently revise as necessary
    1. discipline related criteria for promotion to professor and for the tenure/associate professor decision that are consistent with the University Principles for Promotion and
    2. standards for assembling a promotion portfolio and for evaluating the evidence contained in the portfolio and
    3. procedures for the department tenured faculty to follow when making a promotion decision.
  2. The department promotion criteria and standards must be consistent with the criteria and standards used in making performance evaluations for reappointment, merit, and tenure. For example, it should not be possible to receive a positive recommend- ation for promotion with a history of less-than-satisfactory merit ratings.
  3. The department shall forward its criteria, standards, and procedures, as well as any subsequent revisions, to the constituency promotions committee for review.
D. Constituency Promotion Committee
  1. The constituency promotions committee is a committee of tenured faculty as provided by the constituency by-laws. Constituency Level Criteria, Standards, and Procedures
  2. The constituency promotion committee, in consultation with the dean, may write constituency-level criteria, standards, and procedures for promotion that are consistent with and refer to the constituency mission and goals.

  1. Constituency-level criteria, standards, and procedures are submitted to the tenured faculty of the constituency for approval. Review of Department Criteria, Standards, and Procedures
    1. The constituency promotions committee reviews for approval, when they are written or revised, the department criteria, standards, and procedures. The constituency committee insures that
    2. there is approximate equivalence and equity among the criteria and standards of the constituency departments, and
    3. department criteria and standards are consistent with the constituency mission and goals and with constituency criteria and standards, and
    4. department criteria, standards, and procedures are well organized, consistent, and clearly stated.

The Faculty Senate approved 20 nominees’ names to be forwarded to the UW-System President to be considered for service on the Search and Screen Committee to recommend candidates for a new UNIVERSITY OF WISCONSIN-WHITEWATER Chancellor.

FS989-19 Faculty Senate Minutes of December 8, 1998, Paragraph 4.c. The Faculty Senate approved unanimously the following resolution for December 1998 Graduates The Faculty Senate of the University of Wisconsin-Whitewater recommends to the University of Wisconsin System Board of Regents that the University of Wisconsin-Whitewater students who have applied for graduation in December 1998 and who have been certified by the University Registrar to have met all academic requirements and completed all their courses of study be granted their degrees at the December 1998 commencement exercises.
FS989-20 Faculty Senate Minutes of February 9, 1999; Paragraph 3.b.i.. Monfils/Hogan moved that the November 20, 1998 curriculum transmittal be approved. Motion passed.
FS989-21 Faculty Senate Minutes of February 9, 1999; Paragraph 3.b.ii.. Cartwright/Powell moved that the December 4, 1998 curriculum transmittal be approved. Motion passed.
FS989-22 Faculty Senate Minutes of February 9, 1999; Paragraph 3.b.ii.. . Ossers/Epps moved that the January 22, 1999 curriculum transmittal be approved including item #9, the undergraduate grading policy. Parks/Ghosh moved to divide the question - Item #9 of the transmittal of U.C.C. action dated 1/22/99. Hogan/Hanson moved to table Item #9 until the 3/9/99 Faculty Senate meeting. Yes-23; No-7. The original motion, exclusive of Item #9, was approved.
FS989-23 Faculty Senate Minutes of February 9, 1999; Paragraph 3.d.i.(1)-(3). The Faculty Senate approves the renaming of “Warhawk Drive” (from Tratt Street) as “Schwager Memorial Drive,” of “Stadium Drive” (from Fremont Street) as “Schwager Memorial Drive East,” and the placing of appropriate plaques and signs at both entrances.

Faculty Senate Minutes of February 9, 1999; Paragraph 3.f.i.

The Faculty Senate approved the revision of the UWW Handbook, Section VI-F, (f) 7 to read as follows: An affirmative decision requires the affirmative votes of a majority of the members participating in the review. A participant is defined as any individual who is qualified decision-maker or a tenured member of the department and who is

  1. Free of disqualifying conflicts of interest (as defined in UWS 8.03, 8.04, Regent Policy 91-8, and UWW University Handbook Section VI-V); and
  2. Present during the review and discussion of the candidate’s documented performance.
A participant’s abstention shall be recorded as an abstention, but has the effect of a negative vote.

FS989-34 Faculty Senate Minutes of April 13, 1999; Paragraph 4.b.i. Resolution on May 15, 1999 Graduates . Karges/Klug moved acceptance of the Graduates Resolution for May 15, 1999. Unanimously approved.
FS989-36 Faculty Senate Minutes of May 4, 1999; Paragraph 3.b.i. Clements/Epps moved the approval of all of the March 5 UCC report (parts 1-5). Approved.
FS989-37 Faculty Senate Minutes of May 4, 1999; Paragraph 3.b.ii.(1). Clements/Macur moved approval of item 1 through 11 (7 & 10 information only). Item 1. 900-104 New Student Seminar was discussed at length, Senators noting that there may be problems centering around the awarding of credit, staffing, and the origin of funding. Linda Howat (New Student Programs) indicated that the seminar would carry one credit and would be counted as part of degree. Staffing would be voluntary. Various senators express- ed concerns: that the course should be taught as part of load for remuneration; that the course is inappropriate for general studies; that by using volunteers to staff the seminar the normal controls and safeguards of faculty membership are not in place; that the “overload” nature of staffing is not a good precedent to set. Schauer/Eamon moved that item #1 (New Student Seminar [900-104] of the March 19 UCC report be referred back to the University Curriculum Committee. Yes 17; No 14. Motion passed.
FS989-38 Faculty Senate Minutes of May 4, 1999; Paragraph 3.b.ii.(2). The Faculty Senate moved to approve Items 2 through 11 of the March 19th UCC report. Approved on a voice vote.

Faculty Senate Minutes of May 4, 1999; Paragraph 3.b.iii.(3). The Faculty Senate referred to the Personnel Rules Committee item #8 (Curriculum Process/Procedure proposal) of the UCC’s April 9 report. As presented in the April 9 UCC report, the proposal reads:

The UCC recommends that the Faculty Senate delegate the approval of curricular matters to the Faculty Senate Chair. To ensure that the Faculty Senate has the opportunity to address any specific curricular matter in the Senate meeting, a copy of the UCC transmittal will be sent to all senators vis e-mail or posted at the Web site at the same time it is sent to the Faculty Senate Chair. Any senator may request within five days that an item be placed on the Faculty Senate agenda for consideration. Unless such a request is made, the Faculty Senate Chair will sign the curriculum proposals indicating approval and forward them to the Provost. If a request is made for Faculty Senate discussion of an item, the Faculty Senate Chair will delay action on that proposal until the Faculty Senate has completed its review.

The minutes note that the proposal was objected to “on the basis of potential abuse of the faculty senate chair” and that the Faculty Personnel Rules Committee is to report [on this proposal] to the Senate at its September 14 meeting.

Faculty Senate Minutes of May 4, 1999; Paragraph 3.c.i The Faculty Senate approved the following (recommended by the Academic Standards Committee)”:

Resolved that students be limited to a total of 3 repeats for grade replacement during their undergraduate work (including repeats of transfer courses, but excluding courses repeated at the transfer institution). To allow for extenuating circumstances, students may be granted up to 2 additional repeats for grade replacement by appeal to the Dean of their Major.

Faculty Senate Minutes of May 4, 1999; Paragraph 3.d.ii The Faculty Senate approved the following (recommended by the Personnel Rules Committee):

Resolved that the Prior Green Binder serve as the university format for collection of faculty personnel data for decisions concerning merit, reappointment, promotion, and tenure.

Faculty Senate Minutes of May 4, 1999; Paragraph 3.d.ii.

Resolved that the Faculty Senate expresses its gratitude to Chancellor H. Gaylon Greenhill for his years of service to UW-Whitewater as a faculty member, Dean, Vice Chancellor, and Chancellor. Be it further resolved that the Faculty Senate wishes Chancellor Greenhill and his wife, Hannah, a long and enjoyable retirement. Unanimously Approved.

FS989-46 Faculty Senate Minutes of May 4, 1999; Paragraph 3.e.i. The Faculty Senate approved the University of Wisconsin-Whitewater University Promotions Standards document dated 4/7/99 (“new” from 4/13/99 meeting). Ossers/Ghosh moved to strike all the wording in paragraph five on the first page following “also incorporate Boyer’s teacher-scholar model.” Passed. The UPSC document as amended was passed.
FS989-47 Faculty Senate Minutes of May 4, 1999; Paragraph 3.e.ii. The Faculty Senate approved the eight page Report of the University Promotions Committee.
FS989-48 Faculty Senate Minutes of May 4, 1999; Paragraph 4.c. The Faculty Senate approved the following resolution: Resolved that the November 25, 1996 Promotions Document V.B.1. be invoked for the 1999/2000 Academic year. The document reads “Promotion to the rank of associate professor is an aspect of the tenure decision. Any probationary faculty member approved for tenure is also approved for promotion to the rank of associate professor.”

Faculty Senate Minutes of May 4, 1999; Paragraph 3.g. The Faculty Senate approved the following related resolutions:

Resolved that the qualifications for the Diversity and Equal Opportunity Compliance Officer be revised to reflect the functions which they are asked to perform in Title 7 and Title 9 compliance; that is, possession of a terminal degree in Human Resources Management, Counseling, Industrial Psychology, Law, or related fields; and that this position be located in the Division of Academic Affairs ( FS989-50) -and- Resolved that the current search for a Diversity, Equal Opportunity Compliance Officer be canceled pending revision of the job description. Faculty Senate Minutes of May 4, 1999; Paragraph 4.e.

Resolved that the Faculty Senate believes that salary catch-up policies, if adopted, should apply to all UW-System institutions, and that the “Madison Initiative” should not be adopted or recommended to the Legislature. Passed.
