Every year the Faculty Senate passes many resolutions -- recommendations to the Chancellor or Board of Regents, declarations on matters of policy, and even approving faculty retirements and student graduations. Faculty Senate Executive Committee Resolutions (2016-17)

The Faculty Senate Executive Committee passed the resolution FSEC 1617-01: UW-Whitewater Chapter VI on August 8, 2016. It was transmitted to the Chancellor on August 17, 2016 and was approved by Chancellor Kopper on August 19, 2016. The Faculty Senate Executive Committee passed the resolution FSEC 1617-04: UW-Whitewater Five-Year Post-Tenure Review Policy on November 1, 2016. It was transmitted to the Chancellor on November 3, 2016. This resolution was recinded by the Faculty Sentate Executive Committee on December 22, 2016. At this time, the Faculty Senate Executive Committee passed FSEC 1617-05.

The Faculty Senate Executive Committee passed the resolution FSEC 1617-05: UW-W Post-Tenure Review Policy on December 22, 2016. It was transmitted to the Chancellor on December 22, 2016 and was forwarded by the administration to UW System administration. This document replaced the earlier (November 1, 2016), now rescinded, version FSEC 1617-04. On behalf of the Faculty Senate, this December 22, 2016 revised version, was also rescinded because of UW System objected and refused to forward it to the Board of Regents for consideration. On March 28, 2017, the final version of the PTR Policy, FSEC 1617-06, was passed and subsequently approved by the Board of Regents on April 7 2017.

The Faculty Senate Executive Committee passed the resolution FSEC 1617-06: UW-W Post-Tenure Review Policy on March 28, 2017. It was transmitted to the Chancellor on March 28, 2017 and was forwarded by the administration to UW System administration. This document replaced the earlier , now rescinded, versions FSEC 1617-04 (November 1, 2016) and FSEC 1617-5 (December 22, 2016). FSEC 1617-06 was approved by the Board of Regents on April 7 2017.

The Faculty Senate Executive Committee passed the resolution FSEC 1617-07: UW-W Post-Tenure Review Procedures on March 28, 2017. It was transmitted to the Chancellor on March 28, 2017 along with FSEC 1617-06 (above). This document provides procedures to enact the UW-W Post-Tenure Review Policy (FSEC 1617-06).  The procedures included in this resolution, draw heavily from earlier versions of the Post-Tenure Review policy and were previously agreed upon by representatives of Faculty Governance and the administration. These agreements were shared publically at the Spring 2017 Faculty Meeting (2/15/17) and at the February (2/14/17) and March (3/14/17) Faculty Senate Meetings. The Faculty Senate passed FS 1617-10: Changes to the to the Faculty Personnel Rules Section III, H and J and Appendix C (Passed April 11, 2017 and Amended on May 2, 2017) . These changes to the Faculty Personnel Rules were designed to meet the requirements of the Higher Learning Commission and the legal requirements and visa requirements for ABD, including changes to the timeline for reviews. Faculty Senate Executive Committee Resolutions (2015-16)

FSEC 1516-01 »

6/3/15 
The Faculty Senate Executive Committee passed FSEC 1516-01 Resolution on Shared Governance in the Chancellor Search and Screen Process. In this resolution, the Faculty Senate Executive Committee endorsed the UW-La Crosse Resolution, Response to Proposed Changes in UW System Executive Searches [Regent Policy Document 6-4] (June 1, 2015) and asked the Board of Regents (BoR) to oppose the proposed changes to the Chancellor Search and Screen Process. This resolution was emailed to the Board of Regents (6.3.15). It was also transmitted to the Chancellor (6.24.15) for information only. It does not require formal action by the Chancellor. At the June 2015 University of Wisconsin System BoR meeting, the BoR modified their proposal, removing the proposed change that would have allowed the BoR to add two additional chancellor candidates to the list of potential candidates, and passed the other proposed changes.

The Faculty Senate Executive Committee passed FSEC 1516-02  Resolution on Tenure and Shared Governance. In this resolution, the Faculty Senate Executive Committee endorsed (1) the UW-Milwaukee Faculty Senate Resolution of June 2, 2015 (included at the end of FEC15-02), (2) the Statement by PROFS in response to the JFC action on the UW System Budget Resolution of the UW-Madison Faculty Senate (May 30, 2015), and the Change.org petition (included at end of FEC15-02). The Faculty Senate Executive Committee requested that members of the state legislature vote against provisions in the Omnibus Motion points 12 and 34-39 adopted by the Joint Finance Committee on May 29, 2015. These provisions would eliminate and redefine statutory provisions for tenure and shared governance and explicitly permit dismissal without just cause or due process. This resolution was emailed to the Board of Regents (6.3.15) and the Wisconsin State Assembly and State Senate (6.8.15). It was also transmitted to the Chancellor (6.24.15) for information only. The Faculty Senate Executive Committee passed FSEC 1516-04  Resolution on Tenure and Shared Governance in support of the Resolution of the UW-Madison Faculty Senate (approved June 9, 2015; Faculty Document 2565). This resolution asks the legislature to remove all the non-fiscal items related to higher education-especially the proposed changes related to tenure and shared governance-from the proposed 2015-2017 biennial state budget. This resolution, with the UW-Madison resolution, was emailed to the University of Wisconsin Board of Regents (6.20.15) and the Wisconsin State Assembly and State Senate (6.20.15). This resolution (FEC 1516-04), with the referenced UW-Madison resolution, was also transmitted to the Chancellor (6.24.15) for information only. It does not require formal action by the Chancellor.

The Faculty Senate Executive Committee passed FSEC 1516-05: The Feedback of the UW-Whitewater Faculty on the Tenure Policy Task Force Proposals.This resolution distills feedback of the faculty from UW-Whitewater (UW-W), aggregated from conversations, emails, and a formal All-Faculty Listening Session held on January 26, 2016. The three documents discussed are the final drafts of the Tenure Policy Task Force (TPTF) released January 21, 2016: RPD 20-23, Faculty Tenure; (2) RPD 20-XX, Procedures Relating to Financial Emergency or Program Discontinuance Requiring Faculty Layoff and Termination; and RPD 20-09: Post-Tenure Review in Support of Tenured Faculty Development. More specifically, this resolution identifies and explains in detail the UW-Whitewater faculty concerns and recommendations regarding the TPTF proposals. The Faculty Senate Executive Committee organized the faculty's concerns and recommendations into the following five categories: (1) timeline problems; (2) layoffs as financial management and a lack of faculty protections; (3) evaluations: getting it right, and letting the experts decide; (4) muddling of educational and fiscal considerations in program discontinuance; and (5) governance issues. The Faculty Senate Executive Committee passed FS 1516-06: The Support of the UW-Whitewater Faculty for AB814: Relating to the Restoration of Shared Governance in State Law to the University of Wisconsin System. This resolution indicates the UW-Whitewater Faculty Senate wholehearted endorsement of AB814, which supports the restoration of shared governance at University of Wisconsin System institutions to their form just prior to enactment of the 2015 biennial budget act, Act 55. The Faculty Senate unanimously passed FS 1516-01 Resolution in Support of a Comprehensive Strategic Plan for the UW System. This resolution articulates the UW-Whitewater Faculty’s support for the development of a new UW System Strategic Plan that fully incorporates and reinvigorates the Wisconsin Idea. It urges the UW System Board of Regents to develop and conduct a fully comprehensive information gathering program, where (1) the principle and practices of shared governance are incorporated throughout the planning process and (2) there is a recognition that faculty—who possess the professional expertise and responsibility for teaching and research—should be directly and continuously involved in the development of the strategic plan. It calls for the development of a fully comprehensive strategic plan that ensures a rigorous commitment to the humanities, arts and social sciences and recognizes that a thriving twenty-first-century economy demands a broadly educated, highly flexible workforce. The Faculty Senate passed FS 1516-10 Faculty Senate Policy Regarding Student Evaluation of Teaching Costs & Scantron Technology Support. This resolution calls for: (1) no charge-backs to departments for processing student evaluation of teaching, regardless of the instrument used (in-class scantron or on-line "class climate" surveys), and (2) no changes to current scantron capacity, capabilities and support for either course testing or student evaluations of teaching without full shared governance discussion and agreement. The Faculty Senate passed FS 1516-11 Faculty Senate Policy Statement: Shared Governance in the Reconceptualization of Faculty Positions and the Allocation and Filling of Tenured Lines. This relatively brief resolution states: "The funding and composition of tenured lines is in part a faculty governance decision with deep curricular and personnel implications, and as such, the faculty via the Faculty Budget Committee and the Faculty Senate should be consulted and should have primary responsibility for advising on these decisions. We call on the administration to work with faculty to develop a transparent process for making these decisions." Transmitted to the Chancellor 12/14/15. The Faculty Senate passed FS 1516-12 December 2015 Graduation: Faculty Recommendation of the Granting of Degrees to Qualified Students. This relatively brief resolution states: "Resolved that the Faculty Senate of the University of Wisconsin-Whitewater recommends to the University of Wisconsin System Board of Regents that the University of Wisconsin-Whitewater students who have applied for graduation in December 2015 and who have been certified by the University Registrar to have met all academic requirements and completed all of their courses of study be granted their degrees at the December 2015 University of Wisconsin-Whitewater commencement exercises." Transmitted to the Chancellor 12/14/15; approved by the Chancellor 12/14/15. 

FS 1516-13

The Faculty Senate passed FS 1516-13 Faculty Base Salary Adjustment Fund Distribution. The Faculty Senate voted to approve distribution Recommendation #3 from the report presented by the joint Faculty Budget-Faculty Salary Committee. The Base Salary Adjustment Fund of $230,000 is comprised of $217,000 allocated from UW System for base salary adjustments, enhanced by $13,000 added to the fund by the Chancellor from UWW campus funds. The approved Recommendation #3 provides for distribution of the full $230,000 according to a formula focused on equity/compression issues. The formula establishes four “eligibility for salary adjustment” tiers determined by faculty rank, longevity and the extent to which a faculty salary falls below national CUPA salary averages by rank. Data provided by the UWW Budget Office, and included in Recommendation #3, indicates that 182 faculty are eligible for base salary raises with salary adjustments, depending on the tier, ranging from $500 to approx. $2,160. The Faculty Senate passed FS 1516-14Faculty Resolution on Shared Governance, Post-Act 55.  This resolution outlines the Faculty’s interpretation of how shared governance should operate following the changes made in Act 55. This document provides a clear statement of how key provisions in the law (i.e., consultation, advising, and “ the right to determine their own [the faculty’s] representatives) should be interpreted and acted upon in the future. It is the Faculty Senate’s hope that having clarity around these matters will enhance communication and provide a procedure for positive collaboration, effective shared governance, sound decision making, and enhanced morale.
