Operational Tier

The Operational Tier is a governance committee comprised of functional area users whose responsibilities include data management and/or administration of university data which serves an operational and evaluative purpose.   

The Committee:

  • Ensures the quality of the data resulting in greater accuracy, timeliness, and a clear understanding of data
  • Ensures the security of the data, including confidentiality and protection from loss
  • Ensures ease of access to data, maintaining an approval process and resources concerning the data that is available to stakeholders, and contact information for the data custodian
  • Creates a glossary to assure that once data is located, stakeholders have enough information to be able to interpret the data
  • Reduces the redundancy of data so that one piece of information is stored in just one place
  • Establishes appropriate responsibility for the management of the University data asset
  • Fosters a culture of transparency and ease of access with regards to data architecture:
    • Maintenance of data entry manuals
    • Documentation of data owners and their role
    • Creation and maintenance of a data dictionary
  • Makes recommendations, as needed, to the Middle Tier governance committee

Meetings:

The Operational Tier meets four times per year, with additional meetings scheduled as necessary.  Attendance is expected by active functional users. Recommendations from the committee will be disseminated to the Middle Tier.  An internal communication forum, such as a blog, will be established to chronicle the work of the committee.
