Academic Staff Promotion Policy

Due Dates for Promotion Material
First Monday in October - Applications available from the Secretary of the Academic Staff
Assembly and the Promotion Committee Chair.
First Monday in November - Application due to applicant's first level supervisor
Fourth Monday in November - Application due to the applicant's second level supervisor. If
the second level supervisor is the Provost or Chancellor, the applicant ignores this date and
proceeds to the next step.
Third Monday in December - Application is due to the chair of the Promotion Committee no
later than 4:00 pm.
Third Monday in January - Promotion Committee forwards ranking and scores of all
applicants to the Academic Staff Assembly
First Monday in February - Academic Staff Assembly forwards ranking, scores and promotion
recommendations to the Provost.
University Minimum Qualifications for Promotion Eligibility
- There are four levels for academic staff on this campus. The four levels are Level 1,
Level 2, Level 3, Level 4. All academic staff shall be considered to be in Level 1 until
such time he/she is promoted. The monetary amount of the permanent salary increase
for promotion to each level will be determined by the Chancellor and is based upon the
amount of promotion funds available, the number of applicants promoted and the
current salary of the applicant.
- At the time of application for promotion to any level, persons must have been at the
present level for two full years. In cases where a person's position has been retitled and
resulted in an increase in salary, that person must have been at that retitled position for
two full years before making application for promotion. Example: Hired/retitled July 1,
1989. Persons may apply for promotion in the Fall of 1991 to take effect July 1, 1992.
- The Chancellor will determine the date on which successful and unsuccessful applicants
shall be notified of their status.
- The following are the eligibility requirements for promotion to each level:
- Promotion from Level 1 to Level 2
- The applicant must have completed the master's degree and must be in at
least the third year of full-time equivalent service at UW-Whitewater orthe
applicant must be in at least the third year of full-time equivalent service at
UW-Whitewater and hold a bachelor's degree plus a professional
credential recognized in his/her field as an advanced level of competence,
such as persons who are Certified Public Accountants, Certified
Purchasing Managers or Professional Engineers, etc. A special review of
persons holding such credentials will be considered at the time that an
individual makes application for promotion.
- There will be no minimum time in level 1 status for those academic staff
members who hold the terminal degree.
- Promotion from Level 2 to Level 3
- In addition to the academic qualifications in D 1 a above, the applicant
must be in at least the sixth year of full-time equivalent service at
UW-Whitewater.
- The applicant must have served in Level 2 a minimum period of three
academic years before the effective date of the promotion to Level 3.
- Promotion from Level 3 to Level 4
- The applicant must be assigned to the classification of Educational Code 1
(see University Handbook, Section VI-M, Page 1, for definition of
Educational Code 1) and in addition to the academic qualifications in D 1
above, the applicant must be in at least the ninth year of full-time
equivalent service at UW-Whitewater.
- The application must have served in Level 3 for a minimum period of three
academic years before the effective date of the promotion to Level 4.
Academic Staff Promotion Committee
- The Academic Staff Assembly will form a promotions committee consisting of three
member of the instructional academic staff and three members from the
non-instructional academic staff.
- The Promotion Committee will elect one of the members as its chair who will be
responsible for conducting meetings and adhering to the timelines established in I above.
- The Promotion Committee will verify the minimum qualifications of all applicants and
rank those applicants who qualify within the promotion level.
- The scores of qualified applicants will be weighted as follows:
- Job performance, 70% (40%, information provided by the applicant and 30%,
information provided by the supervisors).
- Professional activities and awards, 15%,
- Job related contributions/service to the university and community, 15%.
- Within each of the categories, there are six possible ratings. The ratings are as follows:
- 0 no score, unsatisfactory performance
- 1 weak job performance, some deficiencies
- 2 acceptable, meets minimum requirements of job description
- 3 satisfactory, fully complies with all aspects of the job description
- 4 excellent, superior work, makes contributions beyond job description, makes
contributions to division, college and/or university
- 5 outstanding, performance well in excess of the job description, makes
contributions to the profession outside of or beyond the university
- The chair of the Promotion Committee will forward the ranking and scores of those
applicants who have submitted a qualified promotion application.
- The Promotion Committee will recommend promotion based upon the following
minimum composite scores as established by the Academic Staff Assembly:
- 3.25 to level 2
- 3.50 to level 3
- 4.00 to level 4
- Academic Staff Assembly forwards the Promotion Committee's recommendation on
promotion to the Office of the Provost.
- Final decision of promotion will be determined by the Chancellor.
Academic Staff Promotion Application Form
- So that all applicants can be rated with their peers, the application form in effect for the
current promotion cycle must be used and guidelines set forth therein should be strictly
adhered to.
- Applications submitted not using the current form nor guidelines will not be rated by the
promotion committee.
