Unmanned Aircraft Systems (UAS) / Drones

The University of Wisconsin–Whitewater recognizes that unmanned aircraft systems (UAS), commonly known as drones, can support a variety of activities. Because UAS operations are subject to federal, state, and University requirements, all UAS activities conducted on University property must comply with applicable requirements.

Before operating a drone on University property, users should review the Use of Unmanned Aircraft Systems (UAS) on University Property (Policy #722) and ensure that all required approvals and authorizations have been obtained. Additional requirements may apply depending on the location, purpose of the flight, and type of UAS operation.

UAS are subject to additional regulatory requirements when operated in areas of restricted or controlled airspace, such as those located near airports. Due to the proximity of the Rock County campus to nearby aviation operations, using a UAS in the controlled airspace above and around the campus requires prior authorization before any UAS activity can occur.

Operating a UAS in this area without proper authorization may create safety risks for manned aircraft and could result in regulatory violations. As such, it is important that all faculty, staff, students, and third-party operators understand and follow the required steps before conducting any UAS operations in or around the Rock County campus.

The following guidance outlines the process for obtaining appropriate authorization and ensuring compliance with applicable federal requirements.

1. Obtain a Part 107 Authorization through the Federal Aviation Administration (FAA).  This process includes registering your drone and holding a Remote Pilot Certificate.
2. Submit a “further coordination request” through one of the FAA approved Low Altitude Authorization and Notification Capability (LAANC) service suppliers for approval to fly above the designated altitude ceiling, up to 400 ft.
3. If the Office of Compliance and Risk Management (OCRM) is not already involved, please notify OCRM at ocrm@uww.edu as early as possible to verify that proper authorization has been granted prior to any UAS activity.

Note: Since the designated altitude ceiling above and around the Rock County Campus is zero (0) feet, submitting a real-time authorization request (rather than a further coordination request) is not allowed per FAA regulations.  Additionally, Recreational Flyers are not allowed in the airspace above and around the Rock County Campus per FAA regulations.
