ATTENTION:

The University Housing department seeks a Senior Building/Grounds Superintendent (Assistant Director of Facilities – University Housing).

JOB DETAILS:

The Building and Grounds Superintendent will provide overall direction for the facilities functions of University Housing. This person will report directly to the Executive Director of University Housing. The Superintendent directly supervises 2 custodial supervisors, a Program Assistant Advanced – Confidential, and 9 skilled and semi-skilled employees involved in the repair, maintenance, and operation of 16 buildings comprising 975,000 square feet and the immediate grounds providing housing for approximately 4,000 students and office space for approximately 60 University employees. This person plans and directs the areas custodial and maintenance activities and coordinates the planning, budgeting, of the facilities housing operation with the Executive Director.

QUALIFICATIONS:

Minimum Qualifications:

  • At least seven years of significant and progressively responsible experience applicable to this position is required. A relevant bachelor’s degree from a regionally accredited college with applicable work experience would be acceptable.
  • A minimum of four years of experience in a managerial or supervisor leadership position in facilities. Experience in maintenance and care of complex facilities, including property, custodial, building system and building envelope.
Desired Qualifications:
  • Experience in a higher education setting is strongly desired.
Knowledge, Skills, and Abilities:
  • Knowledge of the mechanical principles, equipment, methods, techniques and terminology used in operation, maintenance and repair of the mechanical systems of buildings including plumbing, electrical, heating, air condition, refrigeration, etc.
  • Knowledge of methods, materials and equipment use in building construction.
  • Knowledge of complicated equipment operating manuals, technical drawings, blue prints, and specifications.
  • Knowledge of codes and standards related to building, fire safety, electrical and plumbing systems, elevators, etc.
  • Knowledge of occupational hazards and safety precautions related to maintenance and custodial operations.
  • Knowledge of custodial procedures, methods, and equipment use in a large scale custodial operation.
  • Knowledge of principles and practices of DOC, EPA regulations and construction codes; special attention to ADA requirements.
  • Willingness and ability to be an active participant in following applicable safety rules and regulations including necessary training and drills.
  • Ability to interact respectfully with people from diverse socioeconomic, cultural and ethnic backgrounds.
  • Ability to work effectively with diverse constituencies
  • Excellent communication and presentation skills
  • Strong analytical skills and proven ability to appropriately use data to help guide decision making

RESPONSIBILITIES:

This position requires on call or off hour response availability. Routine travel is required. Candidates must possess and maintain State and University driver authorization as a condition of employment.

45%   A. Managing, planning and budgeting of the University Housing Facilities Operations.
  1. Serve as the Senior Building Supervisor for all University Housing Facilities.
  2. Prepare and maintain an annual operating budget of approximately $3.7 million, including proposed capital improvements, capital equipment purchases, labor costs, and supplies/services costs.
  3. Manages the University Housing work order system and billing for maintenance services.
  4. Monitor expenditures, project expenditures rates and patterns, and direct changes in planned expenditures.
  5. Explain and justify to Executive Director discrepancies in actual and budgeted expenditures.
  6. Recommend building management policies and procedures to the University Housing Management Team.
  7. Serve as a member of the management team in the formulation of departmental goals, policies and procedures, and the evaluation of achievements.
  8. Coordinate an effective working relationship with the University's and State's professional architects and engineers, project managers, and building construction superintendents. Serve as the UWW-University Housing “Facilities Representative” or “Technical Advisor” for DFD managed projected.
  9. Review architectural and engineering plans prepared by consultants for work to be performed in University Housing buildings and grounds.
  10. Responds to questions, attends appropriate departmental or campus meetings in the Executive Director's absence.
  11. Maintain an effective working relationship with residents, University Housing staff and campus partners.
  12. Perform other duties that may be assigned by the Director.
40%   B. Direct building, engineering, and grounds operations, involving a variety of maintenance, custodial, repair, remodeling and construction work.
  1. Provide for a positive customer service experience, for students, families & stakeholders.
  2. Develop maintenance standards, schedules, and labor requirements for the grounds, building envelope, mechanical and electrical systems in each of the buildings.
  3. Implement and direct a quality assurance program to insure maintenance standards are being met.
  4. Routinely conduct building inspections to check on quality of workmanship, materials, and equipment.
  5. Plan, schedule and coordinate building maintenance incorporating operational requirements and priorities.
  6. Plan and schedule area grounds maintenance and reconstruction activities.
  7. Determine the scope of work and estimated cost of maintenance and/or improvements requested by other areas of the department and tenants.
  8. Direct, plan, schedule and coordinate remodeling and construction work in buildings; maintain an effective working relationship with contractors performing construction and equipment maintenance in University Housing buildings.
  9. Develop building utilization plans to meet departmental requirements.
  10. Interact with Facilities Planning and Management and University Staff for coordination and/or use of each other’s staff
15%   C. Supervise and direct Supervisory, Skilled and Semi-Skilled facilities employees
  1. Coordinate human resource needs of facilities operations including, but not limited to, payroll administration, classified personnel issues, student employment, training, and effective communication with employee union personnel.
  2. Insure that effective training and employee job performance is maintained and identify and recommend training/development opportunities for facilities staff as needed.
  3. Authorize the hiring, transfer, re-assignment, promotion, discipline, and termination of employees of the University Housing Facilities department.
  4. Provide leadership and managerial support to custodial supervisors.
  5. Develop facilities employee performance standards and perform employee performance appraisals.
  6. Determine facilities staff training needs and recommend employee career development opportunities.
  7. Take disciplinary action and authorize disciplinary action as appropriate.
  8. Establish employee work schedules, authorize leave of absence, and authorize overtime work.
  9. Set expectations and direct office clerical staff who provide support for the University Housing Facilities office.
