ATTENTION:

The office of Research and Sponsored Programs at the University of Wisconsin-Whitewater seeks a Grant Officer (Assoc Admin Program Specialist or Admin Program Specialist depending on experience).

JOB DETAILS:

The Grant Officer manages the campus’ grant proposal development and submission process and provides a full range of administrative and support services related to extramural and intramural grants with significant interaction between administrators, faculty, staff, funding agency personnel, and collaborating partners.

QUALIFICATIONS:

Minimum Qualifications:

  • Bachelor's degree from an accredited four-year college or university
  • Three years of progressive administrative responsibility
Knowledge, Skills and Abilities:
  • Familiarity with program, budgetary, regulatory, and compliance policies and requirements of major federal funding agencies
  • Knowledge of OMB circulars, Cost Principles, and Audit Requirements for Federal Awards
  • Extensive knowledge of and experience with online proposal submission systems, especially Grants.gov and FastLane
  • Ability to meet deadlines, perform multiple tasks simultaneously with a high level of accuracy and attention to detail, and effectively prioritize tasks and responsibilities
  • The ability to work both independently and in a team environment
  • Excellent interpersonal skills and the ability to develop good rapport with a variety of individuals at all levels of the University as well as funding agency personnel
  • Demonstrated strong computer skills in the use of Microsoft word processing, spreadsheet, and database software programs such as Word, Excel, and Access
  • The ability to effectively train others in a variety of grant-related topics
  • Strong oral and written communication skills
  • Willingness and ability to be an active participant in following applicable safety rules and regulations including necessary training and drills
  • Ability to interact respectfully with people from diverse socioeconomic, cultural and ethnic backgrounds
RESPONSIBILITIES:

A. 90% – Management and Coordination of Extramural and Intramural Funding Processes

  1. Create and manage an ongoing process to identify and disseminate potential extramural and intramural funding opportunities, locate applicable application guidelines and associated materials, and confirm deadlines using searchable grant databases and internet sites.
  2. Responsible for providing guidance and assistance to UW-Whitewater faculty and staff in the development of grant proposals.
    • Write nonscientific sections, including campus boilerplate information; facilities, equipment, and other resources information; and other supporting information.
    • Develop budgets and budget justifications, customizing formats in accordance with funding agency guidelines. Ensure compliance with applicable federal, state, funding agency, UW System, and UW-Whitewater financial regulations. Work with Human Resources to determine appropriate position classifications and salary levels for new project personnel.
    • Compile supplemental materials and documents, including biosketches, current and pending support information, just-in-time information, and support letters.
    • Complete all electronic forms including uploading required documents and supporting information.
    • Coordinate with the ORSP Compliance Officer and ORSP Director to ensure all applicants and proposed activities are in compliance with all required and appropriate rules and regulations including IRB, IACUC, and Conflict of Interest policies and procedures prior to proposal submission and award acceptance.
    • Serve as a key contact person/liaison with collaborators, and manage the development and compilation of grant proposal materials from subcontractors, consultants, vendors, and other external partners.
    • Work with principal investigators, Department Chairs, Deans, Unit/Division Directors, and other campus administrators to secure matching and cost-shared funding as required by grant program solicitations.
    • Meet with principal investigators and other key project personnel on a regular basis to gather information for proposal and budget development. Review drafts and recommend changes/make adjustments based on discussions.
    • For limited-submission proposals, develop and manage an internal proposal review process (e.g., create review/survey/rubric; recruit and train reviewers; compile reviewers’ rankings, feedback, and recommendations into a report for campus administrators; make recommendations to campus administrators based on proposal competitiveness and correspondence with funding priorities).
    • Monitor the status of proposal submissions until awarded, rejected, or withdrawn.
  3. Responsible for development and provision of one-on-one and group training and guidance for UW-Whitewater faculty and staff on pre-award grant-related topics (e.g., identifying funding sources, proposal development and submission, budget development, regulatory policies and procedures, compliance requirements).
  4. Responsible for review of grant awards, contracts, and subcontracts, and interpreting grant terms and conditions; ensure UW-Whitewater’s compliance with federal, state, funding agency, and/or UW System policies, procedures, and regulations, and make approval/modification recommendations to the ORSP Director.
  5. Continually review and stay current on newly published Federal, nonfederal, State, UW System, and UW-Whitewater policies, procedures, and regulations. Serve as a resource on regulatory matters for the campus.
B. 10% – Duties in Support of the Office of Research and Sponsored Programs
  1. Work independently to complete special assignments and projects as assigned by the ORSP Director. Propose and take responsibility for developing and managing new procedures and initiatives that will improve the effectiveness and efficiency of the ORSP.
  2. Cross-train ORSP staff members to provide back-up on extramural and UW System grant development as needed.
  3. Responsible for preparing and distributing grant-related reports for campus and UW System administrators and funding agency personnel.
  4. Propose and take responsibility for developing and managing new policies and procedures related to extramural and UW System grants.
  5. Participate in relevant professional development activities (e.g., conferences, webinars, online training courses)
